The contract involves various tasks, including transport, tow, and delivery of the asset to and from the contractor's facility. The US Coast Guard is seeking responses from industry to determine capability and interest in performing dry dock availability for the icebreaker Coast Guard Cutter CGC Healy in FY26. Responses are requested by June 11, 2025, at 5:00 PM Pacific Standard Time, via email to the specified addresses. The awarded contract will result in one requirements contract with firm fixed-priced task orders covering an ordering period of Dec 2025 to Aug/Sept 2026. The first task order period of performance is anticipated to start in January 2026. The estimated lead time prior to industrial start is between 30 and 45 days. The anticipated request for proposal (RFP) release date is on or around September 2025. The government will not pay for any effort expended or any material provided in response to this announcement.

This tender describes the requirements for cleaning, inspecting, and setting seal body compression for port and starboard rudder stock seals. The contractor must provide an OEM authorized licensed tech rep for the Defense Maritime Solutions (formerly Wartsila) rudder stock seal system. The contractor must inspect all affected equipment and systems, document the existing condition, and submit a cfr for each set of seal noting any equipment or system discrepancies. A visual inspection of each seal assembly is required. Prior to commencing inspection, clean the seal assemblies of all dirt and grit accumulations. The contractor must consult with the cutter engineering officer to determine if a double sea water isolation boundary is required. Inflatable seal testing is required prior to removal of any parts. The contractor must set seal compression in accordance with paragraph 62 of tech pub **** seal body compression work has been completed, the contractor must remove any installed items supporting repairs and release pressure from the inflatable seat. The tech rep must be on board for dock trials. The contractor must check for leakage, noise, undue heating, and vibration related to the work. The contractor must correct any deficiencies and retest. The tech rep is not required to ride the vessel for sea trials, but if deemed necessary, a cfr must be provided. During trials, the cutter will be run at various speeds and conditions. The contractor must correct any leakage, vibration, noise, and/or excessive temperatures that arise as a consequence of the work. Coast Guard personnel will operate all shipboard machinery and equipment.
