The bid notice states that all work shall be completed by November 31, 2026. If no responsive and responsible bidder is able to meet this date, the county reserves the right to extend the project completion deadline to November 31, 2027. The contract shall commence on June 17, 2026, and continue until the project is complete, unless terminated earlier.

Payments will be made with the Peoplesoft purchase order, receipts, vendor's original invoice, and voucher.

All work of this contract shall be guaranteed by the contractor for a period of one 1 year from the date of substantial completion. Items of work which are uncompleted as of the date of substantial completion, or which subsequently become defective, shall be guaranteed for one 1 year from the date of their respective completion or correction.

The county reserves the right to award this bid to the lowest responsive bidder that can deliver this project before November 31, 2026.

Bidders shall have a minimum experience of performing at least two 2 contracts meeting the requirements in this specification. Bidders shall submit, upon request, references from two 2 previous contracts, listing name, address, contact person, and telephone number. Contractors shall have been in business for five 5 years performing similar work for commercial or institutional accounts of equal size. The technician performing work on this contract must have five 5 years minimum experience working on the type of project specified.

The contractor shall be responsible for repairing any damage to other surfaces or finishes caused by, or resulting from hisher operation, the work of this contract, or the activity of hisher personnel. The county reserves the right to reduce payment to the contractor for any repairs or damage the contractor fails to remedy within fourteen 14 days of written notice by the county.

A prebid meeting will take place on June 4, at 10:00 a. m. , at the Otsego County Highway Department Main Garage, at 20 Linden Ave. , Cooperstown. Bidders attendance at this meeting is strongly recommended to understand the scope of this project.

Bidders are required to submit with their bid the certificate of registration for the public work contractor and subcontractor registry. Failure to submit the certificate of registration may render the bidder nonresponsive and the bid could be disqualified.

The submissions are due by June 19, 2026, at 5:00 PM PST, according to the bid notice.

The bid notice states that MCDSS will evaluate statements of qualifications based on organizational experience, program design, staff qualifications, capacity, references, and submission completeness, with a minimum score of 70 points required for placement on the qualified provider list.

To be considered for qualification, respondents must demonstrate compliance with minimum requirements including legal status, at least two years of documented experience, current insurance, and qualified staff, as detailed in the bid notice.

The bid notice does not require sample submissions.

The deadline for submitting questions regarding this RFQ is June 5, 2026, at 5:00 PM PST, as stated in the bid notice.

The bid notice does not explicitly detail disqualification risks, but incomplete submissions will not be evaluated, and providers must comply with all minimum qualifications and legal requirements.

The deadline for submitting proposals is June 3, 2026, by 3:00 PM EST.

Payment will be made upon completion of services and after submission of quarterly invoices with supporting reports.

The contract shall be awarded to the responsible and responsive proposer submitting the most advantageous proposal response, taking into consideration all evaluation criteria as well as price.

Proposals should include documentation that your organization is an established youth organization which has been in operation for at least three 3 years and has experience in youth development programming with a focus on youth-led advocacy and leadership.

Questions are due by May 27, 2026, by 12 PM EST.

Failure to include all required documents may result in disqualification of the proposal unless the city determines that such failures constitute a minor informality. Failure to adhere to the requirement of separating price from technical proposals will result in disqualification.

The estimated budget for paid youth-led programming is not to exceed $100,000 for the contract period of July 1, 2026, to June 30, 2027.

Sealed proposals are due prior to the deadline of June 17, 2026, 2:00 PM AKDT. Late proposals will not be accepted, with no exceptions.

The city anticipates entering into lease negotiations with the offeror whose proposal is determined to be the most advantageous to the city, considering the evaluation criteria identified in this RFP. Selection will not be based solely on proposed rental amount.

The city is requesting proposals from firms qualified and interested in providing the lease opportunity. Proposals should include sufficient detail to allow the city to evaluate the proposers qualifications, intended use, and ability to successfully occupy and operate the property.

Proposers are strongly encouraged to inspect the property and become familiar with existing site conditions prior to submitting a proposal.

The preproposal question deadline is June 10, 2026, at 5:00 PM AKDT.

Any one or more of the following reasons may cause proposals to be rejected: communication with any employees or agents of the city during the RFP process (excluding those specifically listed), evidence of collusion or other anticompetitive practices among offerors, lack of competency, lack of responsibility, or uncompleted work under other current contracts.
