aircraft strike hazard bash deterrent systems for both Patrick SFB and Cape Canaveral SFB airfields. Quotes/offers are due September 18, 2025, at 4:00 PM Eastern Time. Questions are due September 13, 2025, at 4:00 PM Eastern Time. Communication via email is required to ***@***. *. * and ***@***. *. * received by any other means will not be accepted. Zip files are not acceptable. Submit signed and dated offers to the office specified in this solicitation. Offers may be submitted on SF ****, letterhead stationery, or as otherwise specified. As a minimum, offers must show GSA number, expiration if applicable, UEI number, Cage code, estimated delivery time, payment terms, standard commercial warranty, quote expiration date, FOB destination, and shipping cost included. The quoter shall submit an electronic technical quote demonstrating the ability to meet requirements. The quote shall provide sufficient detailed information demonstrating technical capability, including product characteristics, installation services, and design capability. The technical quote shall address the length of time the vendor will require for completion and delivery of the item. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions. Each offer submitted will be evaluated separately. Late submissions, modifications, revisions, and withdrawals of offers are handled in accordance with FAR 52. 2121f. The government reserves the right to purchase some, all, or none of the items. The government intends to award a firm-fixed-price contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. Award will be made to the offeror who is technically acceptable, provides the best value, and is deemed responsible. The government reserves the right to evaluate proposals and award a contract without discussions with offerors. Factors used to evaluate offers include technical acceptability, price, and past performance. A small business joint venture offeror must submit the required representations and certifications. The contractor shall comply with various FAR clauses. The comptroller general of the United States, or an authorized representative, shall have access to and right to examine any of the contractor's directly pertinent records involving transactions related to this contract. The contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4. 7.
