This is an invitation to bid for a three (3) month non-encumbered contract for the materials and installation of asphaltic concrete base and surface course, hot mix, hot laid asphalt. The bid term is from June 1, 2026, through August 31, 2026. Option 1 includes providing materials and installation, while Option 2 assumes the county will provide and haul the asphalt, with the vendor responsible for cutting joints, providing tack oil, laying, and compacting. Bids must be typewritten or in ink, sealed, and clearly marked with the bidder's name, bid number, and closing date. A notarized sworn statement of non-collusion is required. Firm prices are expected, F. O. B. destination. The county reserves the right to reject any bid not complying with requirements and specifications, and to award based on the lowest and best criteria. The bid term for Option 1 is from June 1, 2026, through August 31, 2026. For Option 2, the vendor agrees to start construction within hours/days after notification by the county.
The bid notice states that for prompt payment of all invoices, the original invoice with reference to the Cleveland County Purchase Order number should be submitted to the ordering agency. Payment will be processed upon receipt of a properly executed invoice and receiving report. If the invoice totals $25,**** or more, a specific affidavit must be filled out, notarized, and attached to the original invoice.
The contractor shall guarantee workmanship and materials, but shall not guarantee asphalt failure due to subbase failure.
The county shall evaluate bids and award a contract based on lowest and best criteria, which includes operational cost, quality, technical competency, delivery schedule, and vendor experience, among other factors.
Bidders are expected to examine the solicitation, statement of work, instructions, and all amendments. A notarized sworn statement of non-collusion is required. The awarded vendor must supply all required bonds, statements, and insurance.
The bid notice mentions that in the event the apparently successful bidder fails to execute letters of credit or insurance, the cost of republication, actual expenses incurred due to default, and the difference between the low bid and the subsequently awarded bid (up to the amount of the bid bond) shall be forfeited to the county.
The contractor shall provide at his own expense a walkthrough with the county agent prior to paving to point out any areas that may fail.
