The bid submission deadline is Thursday, April 30, 2026, by 2:00 PM CT. Late responses will not be considered.

The bid notice states that the district shall pay all undisputed invoices for accepted merchandise and/or services within 30 days of delivery or acceptance, whichever is later. The company also indicates it accepts purchase orders and takes payment on Net 30 terms.

The bid notice states that equipment products shall be new and the latest model, and the vendor has the ultimate responsibility of insuring the delivery of complete, full functioning products that meet the district's specifications and are free of defects in materials and workmanship. The manufacturer's standard warranty will apply unless otherwise specified. Vendor warrants that the goods furnished will conform to the specifications, drawings and descriptions listed in the solicitation and to the samples furnished by vendor, if any. If defective workmanship and/or materials is found after acceptance and payment has been made, the vendor shall replace or repair the defective components at the vendor's own cost, within a reasonable amount of time (normally 10 district business days), and at no extra cost to the district.

The bid notice outlines a multi-tier bid evaluation process with the following factors and points: Purchase Price (40%), Reputation of the vendor and its goods/services (10%), Quality of the vendor's goods/services (10%), Extent to which the goods/services meet the district's needs (20%), Vendor's past relationship with the district (10%), and Total long-term cost to the district (10%).

Vendors must be qualified to provide creative contracted services in the area of visual and performing arts. This includes services delivered by artists, educators, and organizations offering enrichment, instruction, performance, or arts-based programming. Specific categories include graphic design, music arrangers, composers, drill writers, choreographers, creative instructors, audiovisual production, clinicians, master class teachers, vocal coaches, color guard technicians, costume design, staff development, and professional training. Vendors must also submit a statement of qualifications, experience, and/or resume.

The bid notice mentions that if at any time the vendor fails to fulfill or abide by the terms and conditions or specifications of the contract, the district reserves the right to cancel the contract without written notification of intent. It also states that upon refusal of the vendor to make satisfactory and timely adjustments for defective workmanship and/or materials, the district reserves the right to claim and recover from the vendor, for costs incurred to correct the error or make good the defect in material or workmanship.

The bid submission deadline is on or before May 18, 2026, 12:00 PM. The proposal is due by May 18, 2026, 12:00 PM.

The bid notice states that FIT will effect prompt payment in accordance with FIT procedures and practices. Payment will be made for services provided and deliverables accepted.

The contract terms state that the contractor warrants that any goods shall be new, unused, and of current production, merchantable, free from defects in materials, construction, and workmanship, in conformity with specifications or samples delivered, free of any security interest or other encumbrance, free of any claim of infringement, fit for their intended use, and conveyed with good and marketable title. Contractor guarantees all goods provided against defects in materials, construction, and workmanship and shall repair or replace without cost to FIT any goods that become defective or inoperable within one year from the date of FIT's acceptance.

The contract shall be awarded to the highest scoring proposer based on evaluation criteria including methodology/management (35%), qualifications/references (25%), timeline and budget competitiveness (20%), and presentation/interviews (20%). FIT reserves the right to interview firms with the highest scores on the first three criteria.

Proposers shall have been in business for no less than five (5) years and must provide documentation that the firm has been doing business related to strategic planning, preferably in higher education, for a minimum of five (5) years immediately prior to the date of this RFP. An additional interest is for the firm to also show experience in consumer goods primarily in the fashion and retailing industries.

The contract states that FIT reserves the right to assess liquidated damages against the contractor for each day's delay until completion of performance and acceptance by FIT, as detailed in the specifications. If contractor fails to deliver the goods or perform the work pursuant to the specifications or breaches any provision of the contract, FIT may terminate the contract upon written notice and charge contractor for all expenses incurred relating to the completion of the contract and liquidated damages, if any.

The bid notice does not mention any requirement for a site visit.

The bid notice does not require the submission of samples.
