The City of Eugene is seeking proposals for an automobile rental service concessionaire at the Eugene Airport. The contract will be for a five-year term with a five-year renewal option. Up to six contracts may be awarded. Proposals are due by July 28, 2026. A non-mandatory pre-proposal conference is scheduled for June 16, 2026. Proposals will be evaluated based on experience, customer service plan, marketing plan, fleet condition, sustainability, and minimum annual guarantee (MAG). The MAG is a key evaluation factor, with the highest MAG receiving the most points.
Proposals are due no later than Tuesday, July 28, 2026, at 2:30 pm PST.
Concessionaires will pay rent and fees monthly, including a minimum annual guarantee (MAG) and a percentage of gross sales fee (10%).
Proposals will be evaluated on a point system, with the highest ranked proposer selected based on experience, customer service plan, marketing plan, fleet condition, sustainability, and minimum annual guarantee (MAG).
Proposers must be properly licensed, adequately experienced, equipped, organized, and financed to furnish and deliver the specified services.
A non-mandatory pre-proposal conference will be held at the Eugene Airport Terminal Mezzanine, **** Douglas Dr. , Eugene OR, or via Microsoft Teams meeting.
The last date to protest the solicitation is July 21, 2026, by 4:00 pm.
Proposals may be considered nonresponsive if they alter the standard proposal form, omit required information, or are submitted late. Alteration of any part of the standard proposal form content may cause the proposal to be considered nonresponsive.
