The period of performance for delivery is from July 15, 2026, to September 18, 2026.

Payment will be made by Wide Area Workflow (WAWF) system. Contractors shall use WAWF for electronic submission of payment requests and receiving reports.

All responsible sources may submit a capability statement, proposal, or quotation. Prevailing wages are applicable.

Failure to submit a safety data sheet prior to award may result in the offeror being considered nonresponsible and ineligible for award.

The estimated total value is $47,000,****.

The entire work must be completed and ready for use no later than 180 calendar days after the contractor receives the notice to proceed. The period of performance is 07/31/2026 to 01/27/2027.

Payment will be based on invoices submitted by the contractor for satisfactorily completed work. Invoices will be processed for payment upon verification of work performed and receipt of proper invoice and required submittals. Payments will be made by electronic funds transfer.

The contract includes clause ****, Warranty of Construction.

This acquisition is a total small business set aside. Contractors must comply with FLETC security regulations and undergo background investigations. Personnel must be authorized to enter FLETC facilities and may be subject to security inspections.

Failure to provide required bonds within the specified time shall be grounds for default. If the contractor fails to execute contractual documents or furnish bonds, the contracting officer may terminate the contract for default.

A site visit is scheduled for June 23, 2026, at 10:30 AM at FLETC Building 200. Attendees must report to the commercial gate 30 minutes prior and complete day pass applications by June 18, 2026.

Contractor personnel may be removed from the job site for misconduct, security reasons, or if found under the influence of alcohol or drugs. Denial of access to FLETC facilities for contractor personnel due to background checks will be borne by the contractor and is not subject to the contract disputes clause.

The bid submission deadline is July 30, 2026, at 04:00 PM CT.

Invoicing all invoices to the city of Laredo have a 30day term from receipt of completion of services.

The selection and award shall be based on the basis of being the lowest responsive responsible bidder, demonstrated competence and qualifications to perform the services.

Bidders shall thoroughly examine the specifications, schedule instructions and other contract documents. Once the award has been made, failure to read all specifications, instructions, and the contract documents of the city of Laredo shall not be cause to alter the original contract or for a bidder to request additional compensation.

To be performed by protesting respondent: within ten 10 calendar days prior to the time that the city council considers the recommendation of the citys evaluation committee, the protesting respondent must provide written protest to the city purchasing officer.

Violation of the no-contact provision by respondents or their agents may lead to disqualification of their offer from consideration.

Proposals are due no later than Tuesday, July 28, 2026, at 2:30 pm PST.

Concessionaires will pay rent and fees monthly, including a minimum annual guarantee (MAG) and a percentage of gross sales fee (10%).

Proposals will be evaluated on a point system, with the highest ranked proposer selected based on experience, customer service plan, marketing plan, fleet condition, sustainability, and minimum annual guarantee (MAG).

Proposers must be properly licensed, adequately experienced, equipped, organized, and financed to furnish and deliver the specified services.

A non-mandatory pre-proposal conference will be held at the Eugene Airport Terminal Mezzanine, **** Douglas Dr. , Eugene OR, or via Microsoft Teams meeting.

The last date to protest the solicitation is July 21, 2026, by 4:00 pm.

Proposals may be considered nonresponsive if they alter the standard proposal form, omit required information, or are submitted late. Alteration of any part of the standard proposal form content may cause the proposal to be considered nonresponsive.
