Proposals must be received by 10:00 a. m. on July 31, 2026.

Progress payments will be made on the basis of hours of work completed during the course of the engagement.

Firms must be independent and licensed to practice in Illinois, have adequate continuing professional education, no conflict of interest, a record of quality audit work, and adhere to proposal instructions.

Qualifications vary by role, including BS degrees, MS degrees, professional registrations, specific years of experience, and certifications such as PMI, EIT, or licensed architect/engineer/interior designer/landscape architect.

Selection will be based on experience, qualifications, capacity, comparable assignments/projects, and price. Proposers must have the capability and integrity for good faith performance, including financial resources, ability to meet schedules, satisfactory performance record, and eligibility. in order to qualify for award, a proposer shall have the capability in all respects to perform the work and the integrity and reliability, which will assure good faith performance.
