The City of Johnson City is seeking qualified licensed contractors for the renovation of the Freedom Hall Pool Facility. The project includes extensive plumbing work, resurfacing, tile replacement, and concrete repair. A mandatory pre-bid site visit is scheduled for June 12th. Bids are due by June 19, 2026, at 10:00 AM ET and will be opened publicly. Contractors must be licensed in Tennessee and comply with all safety regulations, including confined space requirements. A bid bond of 5% of the total proposed amount is required.
The project completion date is requested as soon as possible and may be an award consideration. Bids are due by Friday, June 19, 2026, at 10:00 AM ET.
Payment terms are as per bid.
A general warranty of a minimum of one year for labor and materials is required. Manufacturer warranties also apply. Filter vessels require a minimum five-year warranty.
The award will be made to the lowest responsible, responsive bidder or the best solicitation meeting quality and performance standards, determined to be in the best interest of the City.
Contractors must be qualified and licensed in the state of Tennessee, with documented experience in commercial aquatic facility renovations, commercial pool plumbing systems, and commercial pool resurfacing.
In case of contractor default or failure to provide material or service, the City may cancel the contract and acquire from another source, recovering any excess costs. Failure to comply with confined space requirements can lead to immediate suspension of work.
A mandatory pre-bid site visit is scheduled for June 12th from 1 PM to 4 PM. The contractor's name must be on the attendee list to be eligible to bid.
Any protest to the award of a contract must be submitted in writing to the Director of Purchasing within seven calendar days from the date of the City's award decision.
Failure to attend the mandatory pre-bid site visit, failure to comply with confined space requirements, or failure to execute the drug-free workplace affidavit can lead to disqualification.
