Bidders are requested to retain instructions, conditions, and specifications for future reference. The bid must be delivered to the Elmore County Board of Education by April 14, 2024, at 1:00 PM. All bidders must use a specific form for submitting their proposal. Proposals must be sealed and marked. The Elmore County Board of Education is tax-exempt. Bids will not include state sales tax, federal excise taxes, or any other fee. Proposals may be disqualified for various reasons, including failure to mark the envelope correctly, failure to sign or notarize the bid document, failure to include requested information, excessive errors, failure to provide required bonds, failure to provide Everify documents, or failure to have an original signature on the bid form. The selected agency will be responsible for creating and managing a
digital advertising campaign. Performance metrics will be tracked and reported. Data privacy measures must be adhered to. Legal and compliance requirements must be met. The selected agency must be prepared to handle campaign adjustments. Technical requirements must be met. Ad placement strategies must be outlined. Quality assurance measures must be implemented. Project management approach must be outlined. Proposals should include agency background, campaign approach, case studies, team, budget, timeline, data privacy plan, and budget breakdown. Evaluation criteria includes qualifications, financial ability, staffing, resources, competence, ability to meet district needs, quality, creativity, innovation, team experience, data privacy measures, project management, cost, past performance, references, responsiveness. The contract may be extended for additional terms, not to exceed a total of four years, upon mutual agreement of both parties. Alabama immigration law compliance is required. Exhibit A and B must be included in the bid package. Late proposals will not be opened.
