Deliveries must be made within fifteen (15) business days of receipt of purchase order. If delivery cannot be made within this timeframe, the vendor must notify BOCES within 24 hours and provide a new delivery date within 48 hours.

Payments of any claim or invoice shall not preclude BOCES from making claims for adjustments on any item found not to have been in accordance with the contract specifications.

The contract will be awarded by line item, group, subgroup, or any combination thereof, or on a total sum basis to the lowest responsive and responsible bidders meeting all specifications.

Successful vendors must have at least five (5) years of experience in supplying new textbooks to organizations of comparable size and complexity as the BOCES. Bidders must also demonstrate stocking, warehousing, ordering, order taking, tracking, delivery, and billing capabilities.

Failure to comply with the delivery schedule may result in the termination of the vendor's contract. Failure to meet delivery requirements may result in rejection of future bids.

The BOCES reserves the right to request a representative sample of the item quoted upon either prior to the award or before shipments are made.

Questions about, or clarifications to the technical specifications must be made in writing to the purchasing director prior to the bid opening. Such questions must be in the possession of the purchasing director five working days prior to the bid opening unless otherwise indicated.

Bids that are incomplete, unbalanced, conditional, obscure, or contain additions not called for, alterations or irregularities of any kind, may be rejected as nonresponsive at the sole option of the BOCES.

The last date to respond to be considered for award under this RFP is June 16, 2028, at 12:00 PM. Proposals are accepted on a rolling basis until October 16, 2028.

Humble ISD payment terms are 30 days after receipt of goods and services. Invoices may be emailed directly to accounts. payable@humbleisd. net.

Vendors must submit a catalog or brochure, Form ****, W9, and 35 school district or higher education customer references. Vendors should also be aware of various certifications and acknowledgements required, including those related to criminal background checks, felony convictions, debarment, and conflict of interest.

Failure to attach Form **** will prevent submission. Any responses not submitted by the date and time noted will be disqualified. Deviations from specifications not indicated could be cause for disqualification.
