The submittal deadline for proposals is July 29, 2026, at 2:00 PM ET.

The award will be based on a Best Value determination.

The successful offeror must provide and maintain specific insurance policies, including commercial general liability, workers compensation, automobile liability, and professional liability. Failure to provide verification of workers compensation or disability benefits coverage at the time of contract execution will be grounds for disqualification.

The contract may be terminated for cause if the successful offeror has a material breach that remains uncured for more than ten days, or if the offeror becomes unable or incapable of performing. The offeror will reimburse the college for actual costs to complete services in excess of contract fees.

Disqualification may occur for failure to provide workers compensation or disability benefits coverage verification, or if the certification of noncollusion is found to be intentionally false or incomplete.

Bids will be received until 2:00 PM on July 30th, 2026. It is recommended that proposals be submitted in advance, at least one day prior to the specified date and time to allow for a timely receipt.

Payment terms are net 30 days from receipt of invoice. Certified payrolls must be submitted with each invoice involving labor before the college may make any payments.

The bid pricing sheet includes fields for Warranty on parts and Warranty on labor, indicating that warranty information is required from bidders.

Award will be made to the lowest responsive bidder, who meets or exceeds the specifications.

Bidders shall demonstrate experience servicing commercial, institutional, municipal, school, or college overhead door systems. The college may require bidders to submit years in business, relevant experience, references, technician qualifications, and emergency response capability.

Failure to adhere to and comply with any of the conditions and specifications of this bid and the contract to follow will subject the contract to cancellation upon ten days written notice. In the event of cancellation, the original vendor will be responsible for indemnifying the college for costs incurred in obtaining a new contract and for any increase in costs of service.

The vendor waives any dispute or claim not made in writing and received by the college within thirty 30 days of the occurrence giving rise to the dispute or claim.

Vendors currently on the NYS Labor Department debarred list will not be considered for award. Bidders must be registered with the NYS Department of Labor. Failure to comply with contract terms or conditions can lead to cancellation.

Bids must be delivered by 2:30 PM on Thursday, July 2, 2026.

The contractor warrants that the work shall be free from fault and defects and shall be of the highest quality. A two-year guarantee period is mentioned for materials.

The contract shall be awarded, if at all, to the lowest responsible bidder.

Bidders must submit a completed Qualification of Bidder form detailing their qualifications, financial references, and work experience. The owner reserves the right to reject bids if requested information is not provided or if the bidder is not deemed qualified.

The bidder further agrees to pay, as liquidated damages, for each consecutive calendar day thereafter, the amount specified in the information for bidders.

Prior to bid submittal, bidders shall view and investigate the site of the proposed construction work. This is a mandatory pre-bid investigation.

RFI questions are due in writing by 9:00 AM on June 26, 2026.

Informal bids, illegible bids, or bids with omissions, erasures, alterations, or items not called for may be rejected as informal. Failure to provide requested qualification information can lead to disqualification.

Bids are due by 2:00 PM on July 22, 2026.

The contractor shall furnish all samples as directed by the college for approval.

Failure to adhere to contract conditions, non-compliance with New York State prevailing wage rates, or being on the NYS Department of Labor debarred list can lead to disqualification or contract cancellation.

Proposals will be evaluated on a best value basis, considering quality, technical capability, past performance, and the ability to meet cooperative contract requirements, not solely on cost.

Failure to comply with applicable federal, state, or local prevailing wage laws may result in suspension or termination of the contract, reimbursement of overcharges, referral to enforcement authorities, or disqualification from future opportunities.

Disqualification may occur for failure to comply with prevailing wage laws, submission of intentionally false or incomplete certifications, or failure to meet insurance requirements.
