The statement of work describes the requirements for providing and installing ten end-user devices, including necessary equipment and infrastructure, for communication systems at Andersen AFB, Guam. The contractor is responsible for transportation, design, delivery, labor, tools, materials, parts, equipment, installation, and supervision. The government will provide emergency medical services, and the contractor will reimburse the government for these costs. The contractor will provide a lifetime warranty on parts and service, including IT support during business hours and 24/7 emergency onsite support within one hour of any reported outage. Onsite, hands-on training will be provided to authorized personnel within 30 days of request. Cybersecurity patching and maintenance are also required. Normal operating hours are from **** to ****, Monday through Friday, excluding federal holidays and PACAF family days. The contractor must provide a point of contact (POC) for all contractual matters during all hours of operation. The POC must respond on-site within one hour during normal duty hours and within two hours during non-duty hours. Contractor employees must obtain required passes and identification items. All contractor employees requiring access to Andersen AFB must be identified on an AFB visit access request form (VAR). The contractor must submit a completed VAR through the contracting officer to 36 SFS pass and registration 36 SFSS5AV no later than 7 duty business days for foreign nationals 14 duty business days prior to requiring access to the installation. Contractor employees must comply with base traffic regulations, including seatbelt use, speed limits, cell phone use, and random searches. Contractor employees are prohibited from possessing weapons, firearms, or ammunition on Andersen AFB. The contractor must comply with DOD ****, chapter 4, DOD Freedom of Information Act (FOIA) program requirements. Contractor personnel must report any information or circumstances that may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified/unclassified defense information. Contractor personnel are responsible for safeguarding government property and controlled forms. Local base procedures for entry to controlled/restricted areas where contractor personnel will work must be implemented. An AF Form ****, Unescorted Entry Authorization Certificate, must be completed and signed by 36 MXG security manager before restricted area badges (RAB) will be issued. Employees must have a completed and favorable NACI investigation before receiving a RAB. Interim access can be granted in accordance with AFI ****, Personnel Security Program Management. No compensation will be claimed for any delays resulting from reentry procedures due to exercises.
