The State of Vermont, through the Office of Purchasing and Contracting, is seeking proposals for clothing for incarcerated individuals. The contract period will be two years with an option to renew for up to three additional twelve-month periods, with an anticipated start date of July 5, 2026. Bidders are required to submit written questions by April 29, 2026, and proposals are due by May 13, 2026. Samples must be submitted by May 20, 2026. All notifications and addendums will be posted online, and it is the bidder's responsibility to check these updates. Federal funds will not be used. The state reserves the right to award one or more contracts and to accept or reject any or all bids. Bidders must be registered with the Vermont Secretary of State's office and have a Vermont Department of Taxes business account number. Pricing must be firm for the initial term. Environmental considerations and sustainable practices are encouraged.
The bid responses are due by May 13, 2026, at 4:30 PM EST. Product delivery must occur within two weeks of receiving the order.
Payment terms are net 30 days from the date the state receives an error-free invoice with all necessary and complete supporting documentation. Percentage discounts may be offered for prompt payments, but must be in effect for 30 days or more to be considered.
The manufacturer shall include a written warranty for each product, based on commercial use, extending for a minimum term of one year from the date a product is available for use by the purchaser. Longer term warranties are desirable.
Awards will be made under the provisions of 29 V. S. A. § 903. All other considerations being equal, preference will be given to resident bidders of the state and/or products raised or manufactured in the state, followed by purchase of goods produced in the United States, and then bidders with practices that promote clean energy and address climate change.
Bidders must be registered with the Vermont Secretary of State's office and obtain a contractors business account number from the Vermont Department of Taxes. They must also disclose any conflicts of interest and provide references from at least three companies with whom they have transacted similar business in the last 12 months.
The notice mentions that untimely submission of a sample may constitute grounds for rejection of bid or cancellation of the contract. If a contractor defaults, the commissioner may procure a product substantially equal to an enhanced sample from other sources, charging the contractor for any additional costs incurred.
A bidders conference will not be held.
Samples must be submitted by May 20, 2026, at 4:30 PM EST. Specific items and sizes are listed in the detailed requirements, and the sample package must include prepaid return shipping labels.
Any bidder requiring clarification or wishing to comment must submit specific questions in writing no later than the deadline for questions, which is April 29, 2026, at 4:30 PM EST. Questions or comments not raised in writing on or before this date are thereafter waived.
