This is a Request for Quotations (RFQ) from the U. S. Consulate General São Paulo for the replacement of cooling system valves. The acquisition will be conducted using simplified acquisition procedures. Award will be made to the responsible offeror whose quotation is technically acceptable and offers the lowest price. A pre-quotation site visit is strongly encouraged but not mandatory. Quotations are due by April 24, 2026. Offerors must be registered in the System for Award Management (SAM). Required documents include ****, pricing schedule, representations and certifications, and proof of SAM registration. Questions must be submitted in writing by April 17, 2026. The work involves replacing valves in air handling units and the chiller loop, and installing ultrasonic flow sensors. The project is expected to be completed within 10 business days. The contractor is responsible for all labor, equipment, materials, and supervision. A warranty of at least 5 years is required. Safety requirements are extensive and detailed, following US Army Corps of Engineers standards. Payments will be made upon satisfactory completion and acceptance of work, unless progress payments are authorized. Technical acceptability will be evaluated based on project management capability, workforce and staffing, relevant experience, work plan and materials, and quality control and safety.
The U. S. Consulate General São Paulo requires all work and deliverables to be completed within 10 business days from the date of notice to proceed. See section 10. 0 for the deliverable schedule.
The contractor shall submit a firm-fixed-price, lump sum proposal. Payment will be made upon satisfactory completion and acceptance of work, unless the Contracting Officer authorizes progress payments. Invoices should be submitted electronically to brasiliadbo@state. gov.
A warranty term for the performed work of a minimum of 5 years is required.
Award will be made to the responsible offeror whose quotation is determined technically acceptable and offers the lowest price. The government intends to award based on initial quotations without discussions.
Offerors must be registered in the System for Award Management (SAM) at www. ***. *. * prior to award. Quotations must be submitted in English and be complete. Technical acceptability criteria include project management capability, workforce and staffing, relevant experience, work plan and materials, and quality control and safety.
Adherence to the approved schedule is mandatory. Failure to adhere may result in issuance of a cure notice. If the contractor does not achieve compliance within five calendar days of the cure notice, the Contracting Officer may take appropriate remedies in accordance with the contract and applicable regulations, which may include withholding payment or other remedies.
A pre-quotation site visit will be held on April 13, 2026, at 10:00 am local time at the U. S. Consulate General, Rua Henry Dunant, 700, Santo Amaro, São Paulo.
