Proposals must be electronically uploaded to the MITN website by the due date and time of July 29, 2026, 11:00 AM local time. The mitn system will not allow for late submittals and a submittal must be completed before the due date and time.

Proposals will be evaluated based on experience with similar projects (30%), company qualifications (30%), and pricing (40%). The city also may consider the past performance of the contractor on other contracts with the city or other entities.

Companies must have sufficient equipment inventory, properly trained staff, have been in business for a minimum of 3 years under the same name, and have performed similar services for at least 3 other organizations within the last 5 years.

If a proposer fails to formally acknowledge and accept a purchase order or execute the contract within ten working days after notification, the deposit may be forfeited as liquidated damages. For failure to deliver or perform in accord with the accepted proposal, the city may consider the contractor in default and take steps to protect the citys interest.

Questions must be received no later than 5:00 PM on July 15, 2026. Changes requested after submission may result in rejection of your response.

Contacting city staff other than the designated point of contact during the solicitation process, evaluation committee, or submission of proposals with restrictions or qualifications beyond those permitted may lead to disqualification. Contact prior to selection may lead to a nullification of the results of this solicitation, or a dismissal of the offending respondents submission.

Bids must be electronically uploaded to the MITN website by the due date and time of July 22, 2026. Delivery of goods and services will be made within days after receipt of order.

Payment will be made within thirty (30) days of receipt of an accurate invoice. The city may withhold payments pending the results of any audit.

The contractor shall guarantee and reexecute at its sole expense any work that is faulty or defective, fails to conform to the contract, or fails to conform to inspections, tests, or approvals conducted by the city.

Proposals will be evaluated based on the condition and appearance of the equipment, information listed under the submittal requirements section, and price.

Companies must have been in business at least 5 years under the same company name, have contracts for similar services with at least 3 organizations, and possess sufficient capacity (inventory, equipment, personnel) to meet the city's needs.

For failure to deliver or perform according to the accepted bid, the city may consider the contractor in default, purchase goods/services on the open market, and charge additional costs to the contractor. Failure to enter into a contract within ten working days may result in forfeiture of deposit.

Bidders will be held to have familiarized themselves with the conditions under which they will be expected to perform. No additional fees will be allowed for failure to inspect.

Contacting city staff outside the designated point of contact during the solicitation process may lead to nullification of results, dismissal of the submission, or the contacted party being required to recuse themselves from consideration.
