The City of Grants Pass is seeking proposals from qualified consultants to conduct an Economic Opportunities Analysis (EOA) and an Employment Buildable Lands Inventory (BLI). This analysis will form the basis for updating the economic element of the comprehensive plan and meet statewide planning goal 9. The selected consultant must demonstrate expertise in inclusive community engagement, visioning for future economic development, preparing employment land inventory reports, analyzing employment growth and demand, and completing an EOA document identifying employment land supply and demand for the next 20 years. Proposals are due by April 16, 2026, at 3:00 PM local time. Questions regarding the RFP should be submitted in writing to Dana Pearce at least 7 days before the proposal submission deadline. Revisions to the RFP will be posted on the city's website. The city reserves the right to reject any or all proposals.
The deadline for sealed submission in response to this request for proposals is Thursday, April 16, 2026, by 3:00 PM local time. Submittals will be evaluated based upon the following weighted criteria: completeness of the proposal relating to RFP requirements (5 pts), demonstrated experience of the consultant (40 pts), education and experience of professional personnel (15 pts), ability to meet the consulting needs of the City of Grants Pass (proposed approach) (25 pts), pricing information (10 pts), and consultant references (5 pts).
Responses to this RFP must demonstrate the consultant's specific expertise in inclusive community engagement, visioning for future economic development, preparing an employment land inventory report, analyzing employment growth and demand, and completing an economic opportunities analysis document that identifies employment land supply and demand over the next 20 years.
Any prospective consultant who contends that the provisions of the RFP or any aspect of the procurement process will encourage favoritism in the award of the contract, or substantially diminish competition, must file a written protest to the RFP at least seven 7 days prior to the date set for the opening of proposals.
