The Hawaii Tourism Authority (HTA) is seeking proposals for destination brand marketing services for the Europe Major Market Area (MMA), focusing on Germany and the UK. The contract is for leisure travel marketing, excluding the MCI market. The scope includes strengthening brand awareness, driving demand, cultivating airline partnerships, targeting high-value travelers, increasing visitor spending, promoting responsible travel, and maintaining cultural integrity. Proposals are due August 14, 2026, via the HIEPro e-procurement system. The estimated total value is $1,800,**** performance indicators include visitor arrivals, visitor expenditures, and average islands visited per person. The contract term is 40 months, from September 2026 to December 2029.

Invoices will be paid within 30 days upon verification of satisfactory performance.
Award will be made to the responsible offeror whose proposal is determined to be the most advantageous to the state, based on evaluation criteria including overall capabilities of the firm, brand marketing plan, familiarity with Hawaii brand and product, and cost.
Offerors must demonstrate organizational capacity, professional experience in destination brand marketing, familiarity with the Hawaii brand and product, and be compliant with state laws and regulations. A Certificate of Vendor Compliance is required.
Protests concerning the solicitation or solicitation content must be submitted in writing before the proposal due date. Protests of an award or proposed award must be submitted within five working days after the posting of award or debriefing.
Proposals may be rejected for reasons including late submissions, non-responsiveness, non-responsibility (e. g. , lack of CVC, refusal to abide by general conditions), failure to cooperate, falsification of information, or lobbying efforts.
The total estimated value for the contract is $1,800,****.
