Proposals are due by 2 p. m. Hawaii Standard Time on July 10, 2026.

The state shall have thirty (30) calendar days after receipt of invoice or satisfactory completion of projects to make payment. No interest payments greater than allowed by HRS **** will be recognized.

Proposals will be evaluated based on Management Approach (50 points), Past Performance (30 points), and Price (20 points, split between Total Price and Price Reasonableness/Realism).

Offerors must be based in the State of Hawaii, have at least two years of experience with the type of project proposed, extensive background in theatre for young audiences and partnering with museums, and a background in developing performance for neurodivergent young audiences.

Failure to comply with wage and working condition certifications may result in contract cancellation.

Protests must be submitted in writing within five (5) working days after the aggrieved person knows or should have known of the facts giving rise thereto. A protest of an award or proposed award must be submitted within five (5) working days after the posting of award or debriefing.

Failure to demonstrate ability to satisfy minimum requirements, non-compliance with Hawaii laws, or failure to submit required compliance certificates by the award date can lead to disqualification.

The maximum award price will be $100,****.

The proposed implementation timeline indicates a mobilization phase from July ****, 2026, with program implementation from October to November 2026, and closeout in January 2027.

Evaluation criteria include demonstrated ability to source/deploy U. S. technologies, proven experience in program implementation and commercial partnerships, experience in relevant sectors, program execution capacity, ability to engage private sector partners, and ability to produce measurable results.

Vendors must demonstrate experience in tourism, environmental management, disaster preparedness, remote operations, or high-altitude logistics in Nepal for a minimum of 5 years. They must also show capacity for end-to-end program execution and ability to engage U. S. and Nepali private sector partners.

The service is required for the period of July 4, 2026. for the period of 4 july 2026.

Quotes are due no later than 11:00 AM Central Time on June 16, 2026.

Payment will be made monthly by electronic funds transfer (EFT) for actual days worked. Payment could take as long as 45 days after invoice.

Award shall be made to the lowest priced offeror who is determined to be responsible, based on past performance record.

The mill operator shall be proficient in milling operations and associated mechanical equipment, demonstrated by past work record and personal interview, in addition to demonstrated proficiency. The operator/interpreter must have skill in meeting the public and explaining the mill's operation and history.

Failure to provide items in full and to provide complete services may be grounds for termination. Breach of contract or voluntary termination without sufficient cause may jeopardize future contracts.

Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of the contract performance.

Inappropriate conduct or unacceptable actions of the miller may be grounds for termination, including theft, consumption of alcohol/drugs while on duty, discrimination, harassment, or recurring complaints from visitors.
