This Request for Proposal (RFP) is for construction management services for the renovation of the Grand Ballroom Kitchen at the Pennsylvania Convention Center. Key dates include a mandatory virtual pre-proposal conference on Tuesday, March 31, 2026, at 11:00 AM, and the proposal submission deadline on Tuesday, April 21, 2026, by 4:00 PM EDT. Proposals must be submitted electronically. The RFP outlines detailed requirements for the technical portion, diversity and inclusion response, and cost-price portion. Proposers must demonstrate financial responsibility, provide proof of insurance and licensing, and submit at least three references. A diversity, inclusion, and antidiscrimination plan is mandatory, requiring specific targets for MWDBE participation and a demonstration of good faith efforts. The evaluation criteria include general feasibility, proposer experience, organizational resources, financial stability, innovative approaches, pricing, service reliability, compliance with diversity policies, and implementation capabilities. PCCA reserves the right to reject any or all proposals and to award the contract based on the best overall value, not solely on the lowest price. All proposals become the property of PCCA and will not be returned. Proposers are responsible for all costs incurred in preparing their proposals.
The deadline to submit proposals is Tuesday, April 21, 2026, by 4:00 PM EDT.
The PCCA will select the proposal that best fulfills its requirements and is most advantageous, considering various criteria including, but not limited to, general feasibility, proposer experience, organizational resources, financial stability, innovative approaches, pricing, service reliability, diversity compliance, and implementation capabilities. The award is not based solely on the lowest proposed price.
Proposers must demonstrate financial responsibility, provide documented proof of financial condition, maintain appropriate insurance coverages, be legally licensed to operate in Pennsylvania and Philadelphia, and provide a minimum of three written references from current or prior customers.
Proposals received after the submission deadline will be disqualified. Failure to comply with the requirements of this RFP may render the proposal unresponsive or unacceptable, resulting in rejection and disqualification.
A site tour is part of the anticipated schedule, with the date to be determined (TBD).
The bid notice does not require sample submissions.
The last day to submit written questions is Friday, April 10, 2026, by 2:00 PM.
