The contract period is 365 calendar days from the issuance of the notice to proceed for the base period, with four option years. Specific item delivery is within 8 days of receipt for headstone and flat marker setting.

Payment for services provided under the terms of this contract will be made in arrears, within thirty 30 calendar days, upon receipt of properly executed invoices. Invoices shall be submitted within ten 10 business days after performance and acceptance of services.

The government contemplates award of a firm-fixed-price contract resulting from this solicitation.

Bidders must be CVE verified prior to submitting a bid and registered in System for Award Management (SAM) with a SAM unique entity identifier (UEI) number. They must also be verified visible/certified in SBA site and Vets **** at the time of offer submission and before award.

An organized site visit has been scheduled for Thursday, May 7, 2026, at 11:00 am CST. Participants will meet at the administrative building at Abraham Lincoln National Cemetery.

All pre-bid questions and request for information must be submitted in writing to ***@***. *. * no later than Thursday, May 14, 2026, at 2:00 pm EST.

IAW FAR ****, no contract for the construction of a project shall be awarded to the firm that designed the project or its subsidiaries or affiliates, except with the approval of the head of the agency or authorized representative.

The magnitude of construction for this project is between $5,000,000 and $10,000,000.

The contractor must complete all work within ninety (90) working days following issuance of the City's notice to proceed.

The City shall withhold five percent (5%) of any progress payment as retention.

The performance bond shall include a one-year warranty period.

Any contract for the project will be awarded to the lowest responsive, responsible bidder as determined by the City using the amount of the total bid price for bid comparison purposes.

Bidders must be licensed in accordance with the Contractors License Law, chapter 9 of division 3 of the California Business and Professions Code. At the time of submitting the bid, bidders must possess a valid California Class A general engineering contractors license, and a current city business license at the time of contract award.

There will be a $250 assessment for each calendar day that work remains incomplete beyond the project completion deadline.

The contract duration is estimated at 999 calendar days.

The proposals will be evaluated using the best value tradeoff (BVTO) source selection process.

Potential offerors are invited to submit the information described in section 00 22 16 and section 00 22 18 of the solicitation, for review and consideration by the government.

The magnitude of this construction project is anticipated to be between 25 million and 100 million.

The bid notice indicates that sample submission is not required for this project.
