Raising Government Bids & RFPs

All bids shall be submitted and uploaded through HIEPro prior to and no later than 2:00 p. m. HST on Monday, August 10, 2026. Late bids will not be accepted after the due date and time or received in any other form than electronically through HIEPro.

Bidder must possess a valid State of Hawaii contractors license in the appropriate classification. Bidders are solely responsible to review the project requirements, determine the appropriate licenses required, and ensure that they possess and that the subcontractors listed in their offer form possess the necessary specialty licenses to perform the work for this project.

A site visit prebid meeting will be held on August 4, 2026, at 9:00 a. m. The site visit will start at the East Hawaii Veterans Cemetery at 9:00 a. m. , August 4, 2026. Registration is required by July 31, 2026.

Failure to timely submit any required agreement to be bound or any required letter of assent shall be cause for the State to rescind the subject award and to award the project to the next lowest bidder or highest ranked offerer. The engineering office shall not be responsible for any delay or failure of any bidder to submit any materials updated through the IFB process on a timely basis.

Bidder must be prequalified by the City of Oklahoma City's Prequalification Review Board as a Paving Contractor B on the bid date and bid time. In addition, any work for which a prequalification classification has been established must be performed by persons or entities prequalified by the prequalification review board in those classifications.

Failure to attach a fully completed and signed non-collusion affidavit will result in the bid not being considered. this bid will not be considered unless this form has been fully completed and signed and certified by the bidder.

The engineers estimate for the Basin D Sanitary Sewer Rehabilitation Project Rebid is $6,650,****.

Bid submittal return deadline is Monday, September 14, 2026, at 10:00 am ET.

Payment will be based on actual quantities authorized and satisfactorily completed. The contract type is a requirements contract. The agency will retain one contractor to fulfill service requests on a purchase order basis.

The total evaluated bid shall be used to establish the ranking of responsive and responsible bidders. The agency intends to award pursuant to a low bid basis and may establish a contractor pool. In addition to price, the agency shall consider responsiveness and responsibility.

Bidders must have a minimum of three years of documented experience in commercial tree services, demonstrate adequate personnel, equipment, and financial capacity, and employ or retain an ISA certified arborist (preferred). They must also possess required Pennsylvania pesticide licenses if chemical applications are proposed and provide documentation of safety training.

Failure to meet emergency response times may result in reassignment of work or removal from the contractor pool. Unauthorized assignments may result in contract cancellation or partial/total forfeiture of payments.

Failure to comply with IFB requirements, including submitting incomplete bids or offering alternate services, may result in disqualification. Failure to obtain documents from the eprocurement marketplace will result in rejection. Failure to provide requested documentation within the required time period may result in the bidder being determined non-responsible.
