Joint ventures or consultant arrangements will be considered. Personnel must be able to deploy within one week of task order award, and personnel turnover must also be accomplished within one week. The contract may involve up to forty task orders, potentially issued concurrently, for construction quality assurance, schedule and cost analysis, and administrative oversight on large-scale, complex projects including vertical construction, coastal construction, historical building renovation, and marine environment construction. Firms must demonstrate experience in specific project types, including at least one project above $50 million, a seawall construction project, a pier waterfront improvement project, a central utility plant project, a historic building housing, academic building, training center, museum renovation project, and a clinic medical center project. Firms are required to provide senior-level personnel (15+ years of experience) in various disciplines. Each firm must submit a quality management narrative for in-house staff and a separate narrative for managing subcontracts. Past performance letters (CPARS) or recommendation letters are required for each project. Local experience is preferred, and personnel must pass a robust background screening process.
