Proposals received after this time may not be accepted. The proposals will be opened at 3:00 PM PT on Monday, August 25, 2025, in the designated City Hall conference room. The proposer shall provide the original unbound, four (4) copies and a USB drive with a PDF copy of the proposal. Electronic submission is not allowed. One (1) set of the fee proposal is to be submitted in a separate, sealed envelope. The cutoff date and time for receiving questions regarding this bid is 5:00 PM PT on Wednesday, August 6, 2025. consultant will prepare an annex to the city's current emergency operations plan, ensuring alignment with current fire hazard zone data and emergency response planning, correlating to specific events, including regional dam failures, slow rise flooding, earthquakes, and wildland fire, accounting for anticipated future development throughout the city, including a detailed analysis with transportation-based modeling of existing and proposed evacuation routes, and an analysis of California Environmental Quality Act (CEQA) requirements for wildfire impacts and mitigations of impairments to the wildfire evacuation plan. The proposal must include a cover letter, project understanding, scope of work, responsible personnel, related experience, and
consultant fee (in a separate sealed envelope). The evaluation criteria include deliverable implementation plan, completeness, technical competence, proposer's experience, project team qualifications, and cost. The
