Proposals must be submitted to the City Clerk's 3rd floor office at City Hall, 777 Cypress Avenue, Redding, CA ****, prior to 3:00 PM PT on Monday, August 25, 2025. Proposals received after this time may not be accepted. The proposals will be opened at 3:00 PM PT on Monday, August 25, 2025, in the designated City Hall conference room. The proposer shall provide the original unbound, four (4) copies and a USB drive with a PDF copy of the proposal. Electronic submission is not allowed. One set of the fee proposal is to be submitted in a separate, sealed envelope. The cutoff date and time for receiving questions regarding this bid is 5:00 PM PT on Wednesday, August 6, 2025. All inquiries must be made in writing and submitted to the email address shown below. The city will award any resulting contract in a manner consistent with the city purchasing ordinance. The evaluation criteria include deliverable implementation plan, level of detail of schedule, list of deliverables, and schedule for handing off deliverables, completeness, technical competence, and clarity of the proposal, proposers experience, capability, and customer focus, project team qualifications and experience of each person of the project team, and cost. The consultant selected will use the City of Redding's consulting and professional services contract. A draft copy of this contract is provided for review. Proposals must be received by the city clerk's office prior to 3:00 PM PT on Monday, August 25, 2025.
The proposal will be evaluated by the evaluation team on the basis of the response to all requirements of this RFP. The city reserves the right to establish criteria and weight factors. The city shall not be obligated to accept the lowest priced proposal, but the city will make an award in the best interests of the city after all factors are considered, including, but not limited to, the demonstrated competence, experience and professional qualifications of the proposers.
