Proposals are requested for snow removal services for Baxter Properties. The contract term is an initial two years with options for three additional one-year terms. Services include snow plowing, sanding, walkway snow removal, and ice melt application. Proposals are due August 17, 2026, by 2:00 PM Alaska Standard Time. A property walkthrough is encouraged by August 3, 2026. Questions are due by August 5, 2026. The evaluation will be based on a 100-point scale, with proposed fees accounting for 70 points. Preference is given to AIAN, small, minority, and women-owned businesses. Insurance requirements include Workers Compensation, Employers Liability, Commercial General Liability, and Commercial Automobile Liability. A protest period of 10 calendar days applies after the notice of intent to award.

If the contractor fails to clear required areas, CIHA may deduct actual costs incurred from the contractor's invoice. Repeated failure may result in termination. CIHA may deduct the actual costs incurred, including labor, equipment, materials, and allowable administrative costs, from the contractors invoice.
Offerors are strongly encouraged to visit each property by themselves. Walkthroughs need to be completed by august 3, 2026.
A protest must be filed within ten 10 calendar days following the date the notice of intent to award is issued. An offeror who wishes to appeal a notice of intent to award must file a written protest within ten 10 calendar days following the date this notice is issued.
Failure to provide required items or sufficient information may result in disqualification or loss of points. Failure to provide required items will result in the proposal being considered nonresponsive.
