The US Coast Guard intends to award a sole-source contract to Orca3D, LLC for the development and refinement of Orca3D features aligned with specific USCG needs. The justification for sole-source acquisition is based on the unique nature of the Orca3D CFD marine plug-in and the need for specific software enhancements to support the USCG surface fleet. Market research was conducted to support the justification. The contracting officer will use fair and reasonable price determination methods, including market research comparison, price comparison with previous purchases, and comparison to similar items in a related industry. A special notice of intent to award is provided.
