The event is scheduled to be held in Guatemala City from December 14 to 18, 2026.

Payment terms for the U. S. Government are net 30 days after receipt of a valid invoice. Payments will be made via electronic funds transfer (EFT).

Offerors must provide evidence of SAM registration and have the capacity, personnel, equipment, and financial resources to meet the event requirements.

The due date to submit questions for this solicitation is August 5, 2026, by 17:00 hours.

Incomplete proposals will not be accepted. Failure to register in the SAM database within the prescribed time may result in award to the next otherwise successful registered quoter.

Delivery is required within 45 days from the date of award.

Payment for the work will be made in one sum at the completion of the contract except that, at the city's option, partial payments aggregating 90% of the value of the completed work may be made at monthly intervals when the bonds in section 12 are furnished.

Manufacturer warranty information must be included when items are shipped. Contractor shall furnish the city with a written guarantee to remedy any defects due to faulty materials or workmanship which appear in the work within one year from the date of final acceptance by the city.

The city reserves the right to accept any bid, to reject any or all bids and to make the award in the best interest of the city.

All vendors shall be current in payment of any taxes, licenses, fees, permits or any other monies due the city of lansing at time of bid due date as per city of lansing ordinance section ****.

Any bidder who is in default to the city at the time of submittal of the bid shall have his bid set off and under the proposal declared null and void.

The base contract period is from 07/20/2026 to 07/19/2027, with four option years available.

All parts used shall be new OEM parts only. Reverse engineered and/or refurbished parts shall not be utilized without explicit written permission from the contracting officer.

Award will be made to the response most advantageous to the government, with technical and past performance combined being more important than price.

Potential bidders shall have a field service representative located within 200 miles of the West Haven and Newington campuses and have been trained by the original equipment manufacturer (OEM) on the specific model of equipment.

The contracting officer may take deductions from moneys due the contractor for any deficiency that remains uncorrected when the contract expires.

The vendor shall schedule all site visits, to include emergencies, with the COR.

Questions shall be submitted to the contracting officer in writing via email. The cutoff date and time for receipt of questions is July 13, 2026, by 4:00 PM EST.

Failure to register in SAM or VISTA in sufficient time may result in ineligibility for a government contract. Noncompliance with the clause regarding racially discriminatory DEI activities may lead to contract cancellation, termination, or suspension.
