This is a combined synopsis/solicitation for commercial products or services for in-person speech therapy services. The Bureau of Indian Education (BIE) anticipates awarding a single time and material including labor hour type purchase order. The period of performance is from August 1, 2026, to July 31, 2027, with options for two additional years. Services will be provided at Mariano Lake Community School. The acquisition is set aside for Indian Small Business Economic Enterprises (ISBEE). Key personnel must be US citizens and meet specific qualifications, including background investigations and immunizations. Invoicing will be processed through the Internet Payment Platform (IPP). The solicitation includes various Federal Acquisition Regulation (FAR) and Department of the Interior Acquisition Regulation (DIAR) clauses. The period of performance for the base year is from August 1, 2026, to July 31, 2027. Option Year 1 is from August 1, 2027, to July 31, 2028, and Option Year 2 is from August 1, 2028, to July 31, 2029.
Payment requests shall be submitted electronically through the U. S. Department of the Treasury's Internet Payment Platform (IPP). A proper invoice must include the name and address of the contractor, invoice date and number, contract number, description, quantity, unit of measure, unit price, and extended price of items delivered, shipping number and date, terms of any discount for prompt payment, and name and address of the official to whom payment is to be sent.
Offers will be evaluated in accordance with FAR **** and will include comparative evaluations. The government will award a labor hour price purchase order resulting from this solicitation to the responsible quote whose quote conforming to the solicitation will be the most advantageous to the government, price and other factors considered. The factors are capabilities, key personnel, and price.
Key personnel shall possess the necessary knowledge, skills, and ability to perform the work. They must have completed and passed the security clearance process prior to commencement of work. For key personnel, contractors shall provide their resume demonstrating experience as a special education teacher, a Master's degree in Speech Therapist from an accredited institution, and a current New Mexico license/certifications in Speech Therapist. A signed letter of commitment from the viable and available key personnel is also required.

If an unfavorable screening applicant and suitability determination is made, an employee shall not be allowed onsite. If the contractor's employees are found onsite without the proper authorization, the employee will face legal liability and the contractor may have their contract terminated for default. Failure to submit a complete and signed Indian Economic Enterprise (IEE) representation form may result in disqualification and ineligibility for contract award.
