Proposals must be submitted by May 5, 2026, at 10 AM CST.

The FSMC shall invoice the Sfasponsor at the end of each month for amounts due based on onsite records. The Sfasponsor shall make payments within 30 business days of receipt of the invoice.

Award shall be made to the qualified and responsible FSMC whose proposal is responsive to this solicitation.

A responsible FSMC is one whose financial, technical, and other resources indicate an ability to perform the services required by this solicitation.

If reimbursement is denied as a direct result of the failure of the FSMC to comply with the provisions of this contract, the FSMC shall assume the responsibility for the amount denied.

A pre-proposal meeting with a walkthrough of the facilities will be held on April 28, 2026. Attendance is optional.

Any protest shall be filed within ten (10) calendar days from the award notice.

The final delivery date for the appraisal report is 85 days after award, with an initial target of 60 days from contract award date. Early delivery is preferable and preference may be given to quotes with early delivery.

Payment will be made by electronic funds transfer through the Invoice Processing Platform (IPP). Invoices must include contractor name, address, PO number, invoice date and number, and billing period. Payment requests must comply with the prompt payment clause or FAR **** is due 60 days after the contract appraiser has been notified the appraisal review is complete.

The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. Award of this purchase order will be made on a best value trade-off basis. The factors used to evaluate offers are: 1. Technical qualifications, 2. Past performance, 3. Delivery, and 4. Price quote. Technical qualifications, past performance, and delivery combined are more important than the fee quote.

The appraiser must hold a current certified general appraiser license. The quote must demonstrate geographical and technical competency, providing verifiable evidence of appraisal experience through a statement of qualifications, resume, or curriculum vitae. Experience appraising similar property and recent experience with federal government acquisitions, dispositions, and commercial services are required. A designation from a recognized professional appraisal organization will be considered. A certificate of completion for the UASFLA course is required.

The contract appraiser will be required to attend a pre-work meeting via teleconference prior to the inspection of the property. The contract appraiser must inspect the subject property and all comparable market data used in the appraisal, unless otherwise approved in writing. The inspection of the subject property will be coordinated with the bureau realty staff.

Submissions of questions to this RFQ shall be sent on or before 15:00 pm Mountain Time, April 14, 2026.

The delivery deadline for the items is on or before May 21, 2026.

The bid notice states that payment will be made by the code indicated in block 18a and that invoices will be submitted via WAWF (Wide Area Workflow) as per clause ****.

The government will select the most advantageous offer based on the following evaluation factors: technical including delivery date, price, and past performance in no order of relative importance.

All responsible sources may submit a quote or offer prior to the solicitation closing date. The company must be registered with the SAM (System for Award Management) in order to receive a government award.

The deadline for submission of questions regarding the solicitation's terms, conditions, specifications, and/or the statement of work is 24 hours prior to the solicitation's closing date.

The bid notice states that for the specified part, his part requires engineering source approval by the design control activity in order to maintain the quality of the part.
