Payment will be made by electronic funds transfer through the Invoice Processing Platform (IPP). Invoices must include contractor name, address, PO number, invoice date and number, and billing period. Payment requests must comply with the prompt payment clause or FAR **** is due 60 days after the contract appraiser has been notified the appraisal review is complete.
The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. Award of this purchase order will be made on a best value trade-off basis. The factors used to evaluate offers are: 1. Technical qualifications, 2. Past performance, 3. Delivery, and 4. Price quote. Technical qualifications, past performance, and delivery combined are more important than the fee quote.
The appraiser must hold a current certified general appraiser license. The quote must demonstrate geographical and technical competency, providing verifiable evidence of appraisal experience through a statement of qualifications, resume, or curriculum vitae. Experience appraising similar property and recent experience with federal government acquisitions, dispositions, and commercial services are required. A designation from a recognized professional appraisal organization will be considered. A certificate of completion for the UASFLA course is required.
The contract appraiser will be required to attend a pre-work meeting via teleconference prior to the inspection of the property. The contract appraiser must inspect the subject property and all comparable market data used in the appraisal, unless otherwise approved in writing. The inspection of the subject property will be coordinated with the bureau realty staff.
