The City of Huntsville is soliciting sealed fixed-price bids for the provision of sod and sprigs. The contract will have an initial term of one year, with the option for two additional one-year extensions. Bids are due by June 11, 2026, at 2:00 PM CST. All questions must be submitted in writing by June 8, 2026. A certificate of insurance is required for the successful bidder. Bidders must also participate in the e-verify program. The contract will be awarded to the lowest responsive and responsible bidder. Pricing must be inclusive of all costs.
The bid packets must be in procurement services possession by 2:00:00 PM CST on the scheduled bid opening date, which is June 11, 2026. For bidders arriving at City Hall at 1:45:00 PM or after on the bid opening date, they shall report directly to the council chambers to hand-deliver their bid proposal.
The city will render payment to the successful bidders by check or electronic funds transfer on a net 30-day basis after receipt of an invoice that has been submitted as required in this IFB unless the city authorizes alternative terms in writing.
The bidder shall assume full responsibility for warranty of all components of the equipment. A statement shall be attached with the bid setting out the conditions of the warranty. The manufacturer's standard warranty shall be furnished.
All bids will be awarded to the lowest responsive and responsible bidder. This determination may involve all or some of the following factors: price, conformity to specifications, financial ability to meet the contract, previous performance, facilities and equipment, availability of repair parts, experience, delivery promise, terms of payments, compatibility as required, other costs, and other objective and accountable factors which are reasonable.
Bidders must be qualified vendors for the provision of sod and sprigs. They must also be properly established, licensed, and authorized to do business in the state of Alabama and the City, or will be prior to commencement of performance under the contract. Evidence of such licenses must be provided upon request.

Bidders may be disqualified and bids may be rejected for reasons including, but not limited to: failure to use bid forms furnished by the city, lack of signature by an authorized representative, failure to properly complete the bid form, evidence of collusion, unauthorized alteration of the bid form, failure to submit a bid bond if required, and for public improvement projects only, failure to note the general contractor's license number or a note that the bid amount is less than $100,000.
