The State of Delaware is seeking proposals for bareroot seedling planting services. The contract period is for two years, from March 15, 2026, to March 14, 2028, with possible renewals. Proposals are due by February 20, 2026, at 1:00 PM local time. The vendor must supply labor, tree tubes, and stakes. The agency reserves the right to award to multiple vendors. Vendors must provide a bid bond and complete the required forms. The state will not be responsible for expenses incurred in preparing and submitting a proposal. The state reserves the right to reject any or all bids. The state will publicly open the proposals at the time and place specified by the agency. The state is subject to the Delaware Freedom of Information Act. The vendor must comply with all federal, state, or county laws. The vendor must provide all necessary permits and licenses. The vendor must provide for the use of any patented design, device, material, or process. The vendor must provide the names, telephone, or cell phone numbers of those individuals who can be contacted twenty-four 24 hours a day, seven 7 days a week where there is a critical need for commodities or services when the governor of the state of delaware declares a state of emergency under the delaware emergency operations plan or in the event of a local emergency or disaster where a state governmental entity requires the services of the vendor. Failure to provide this information could render the proposal as nonresponsive.
