The county of Westchester remits vendor payments via an electronic funds transfer EFT program known as vendordirect. Any successful bidder that will not accept payment in that method will be considered nonresponsive to our solicitation and their bid may be rejected.

All items delivered must be guaranteed against faulty materials and workmanship.

The county reserves the right to reject any or all bids or any portion thereof. Westchester County Bureau of Purchase Supplies reserves the right to no award an RFQ that has been posted on the empire state purchasing groups site if lower pricing has been obtained via another method.

Delivery is required within 7-10 days ARO, but items are not to be shipped until called for by the agency.

Payment is to be made within 30 days after receipt of properly executed invoice or delivery, whichever is later. Discounts for payment made within 30 days will be accepted but will not be an award consideration.

The manufacturers standard warranty will apply unless otherwise specified in the solicitation.

The state intends to award this contract on an individual basis to the lowest responsive, responsible bidders meeting the specifications. The state reserves the right to reject individual line items.

Bidders must be registered in the LAGov system. Bids must be submitted by a person authorized to bind the vendor. Corporations and LLCs must be registered and in good standing with the Louisiana Secretary of State for contracts over $25,000.

Failure to deliver within the time specified or to provide services as specified will constitute a default and may cause cancellation of the contract. The state reserves the right to purchase on the open market and charge the contractor for excess costs.

Bids may be rejected if they do not meet specifications, if the vendor cannot make delivery within the stated timeframe, or if the vendor is found to have engaged in collusion or fraud. Failure to comply with civil rights laws, ADA accessibility requirements, or federal suspension/debarment rules can also lead to termination.

The anticipated performance period is 60 calendar days from the notice to proceed.

Payment will be made by the Federal Bureau of Prisons. Invoices require specific information including contractor name, contract number, description of work completed, and payment terms referencing the contract payment clause.

Contractor to provide industrial standard labor and materials warranties from date of substantial completion.

Evaluation factors are past performance, lowest price, and delivery time. Best value determination method will be used to make awards.

Contractors must be registered in SAM. gov. They must also attend the site visit and submit a summary of their technical process.

Introduction of contraband shall be subject to the penalties prescribed by title 18 USC **** to comply with the clause on addressing DEI discrimination may result in contract cancellation, termination, or suspension.

A site visit is scheduled for Tuesday, July 7, 2026, at 10:00 AM at 80 29th Street, Brooklyn, NY **** check required by July 5, 2026.

Samples are required as part of the submittal process. Fabrication of any work or purchase of materials for which samples are required shall not take place until written acceptance is given.

Submitted quotes without attending the site will not be considered. Failure to provide proof of attendance at the site visit may lead to disqualification.
