The contractor shall assign key personnel with demonstrated experience in developing and implementing training and exercise programs that align with the facility's scope of work, including multiyear TEP development, exercise design and evaluation, and template creation based on HSEEP methodology and nationally recognized emergency management best practices. Personnel should be able to translate regulatory requirements, facility needs, and operational realities into practical training products, exercise materials, and improvement planning tools that support continuous preparedness and inform calendar scheduling priorities.

The contractor shall be responsible for properly protecting all information used, gathered, or developed as a result of work under this task. The contractor shall also protect all unclassified government data, equipment, etc. , by treating information as sensitive business, confidential information, controlling and limiting access to the information, and ensuring the data and equipment are secured within their facility.

Equipment shall be delivered no later than 90 days after contract award.

Payment of invoices will be made based upon acceptance by the government of the entire task or the tangible product deliverables invoiced. Payments shall be based on the government certifying that satisfactory services were provided, and the contractor has certified that labor charges are accurate.

A minimum of one-year warranty is required with the purchase and shall include at a minimum: coverage on all nonconsumable items and parts supplied including the base instrument and any sampling accessories.

The award will be made using simplified acquisition procedures. The basis of the final award decision may be made to the offeror whose quote is determined to be the lowest price technically acceptable (LPTA).

The government may award a contract resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation and statement of work. The following factors shall be used to evaluate offers: 1 Ability to fulfill the minimum requirements of the government as specified in this solicitation 2 Price.

Quoters that fail to complete the required representations and certifications or reject the terms and conditions of the solicitation may be excluded from consideration.

The contractor shall deliver 2,200 units of seasonal influenza vaccine on or before September 1, 2026.

Invoices must be submitted electronically through the U. S. Department of Treasury's Invoice Processing Platform (IPP). Payment is based on acceptance of deliverables and certification of satisfactory services and accurate labor charges.

The government intends to award a firm-fixed-price purchase order to the responsible offeror whose quote represents the best value to the government using a lowest price technically acceptable (LPTA) source-selection process.

Offerors must meet qualification requirements, including proposed personnel having resided in the U. S. for at least three of the past five years, as per homeland security presidential directive 12 (HSPD-12).

Nonconforming deliveries may be rejected at the contractor's expense. Noncompliance with security articles may detrimentally impact eligibility for award and remain grounds for cancellation, equitable adjustment, or termination after award.

Submissions containing macros, macro-referenced files, or executable files will be considered nonresponsive and will not be evaluated. Noncompliance with security requirements, including residency, may lead to disqualification.
