The target period of performance is 160 calendar days from the date of the purchase order award. The initial appraisal target date is 205 calendar days from the date of award. Earlier delivery is preferable.

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP). Invoices must include contractor name, address, PO number, invoice date and number, billing period, and FFP deliverable or ODC total. Payment is made upon approval and acceptance by the government.

Award will be made on a best value/trade-off basis, considering technical qualifications, past performance, and price. Technical qualifications and past performance combined are more important than cost or price.

The appraiser must hold a valid license as a certified general appraiser in good standing for the state of Alaska. Temporary/courtesy licenses are not acceptable. Appraisers shall have experience and geographic competency in appraising properties in Alaska similar to the subjects and experience with USPAP requirements.

The appraiser must personally inspect the subject property and verify all market data utilized in the subject value conclusions unless the AVSO Review Appraiser has approved other conditions in writing.

Firms must demonstrate experience in Colorado urban renewal conditions/blight studies, familiarity with Colorado urban renewal statutes and evidentiary requirements, experience in land use analysis, redevelopment planning, economic development, real estate analysis, planning, engineering, code and site conditions review, or related disciplines, ability to provide GIS mapping, parcel analysis, and photo documentation, and experience presenting findings in public meetings. minimum mandatory qualifications of offeror interested firms should demonstrate the following minimum qualifications:
