Project involves civil site preparation for a new Automated Weather Observing System (AWOS) at Central Colorado Regional Airport. Bids are due by 1:00 PM MT on June 30, 2026, and will be opened publicly. A non-mandatory pre-bid meeting and a single mandatory site visit are scheduled for June 16, 2026. All questions must be submitted via the Rocky Mountain e-Purchasing System by June 19, 2026. A bid bond of 5% is required. The contract will be awarded to the lowest responsible and responsive bidder, considering factors beyond price.
The contract requires substantial completion by a specified date and final completion within a certain number of days thereafter. Substantial completion of the work shall be accomplished by the day of , 20, unless the period for completion is extended otherwise in accordance with the contract documents. Final completion of the work shall be accomplished within days of the date of substantial completion.
Progress payments will be made within 15 days following the Project Manager's approval of completed work, with 90% of the work completed until 50% of the total work is done. After 50% completion, no additional retainage will be held. Final payment is made upon final acceptance of the work.
Contractor warrants all materials and work for a period of two years from the date of final acceptance. This includes repairing or replacing defective work at the contractor's expense.
The contract will be awarded to the lowest responsible and responsive bidder, considering quality of product, past experience, qualifications, services offered, warranties, maintenance, long-range costs, and delivery.
A bidder qualification statement must be submitted with the bid, detailing the company's organization, experience, financial statement, current and past projects, and any history of failed or defaulted contracts.
Liquidated damages will be assessed for each day substantial completion is delayed, with amounts varying based on the contract price. These damages are not a penalty and do not relieve the contractor from liability for other damages.
A single site visit will be held on Tuesday, June 16th, 2026, at 11:30 AM MT after the pre-bid meeting. Additional site visits must be coordinated with the airport at least three days in advance and completed by Wednesday, June 24th, 2026.
Contractor shall furnish samples and shop drawings upon request by the Project Manager for review of conformance with contract documents.
All questions relating to interpretation of contract documents or products must be submitted via the Rocky Mountain e-Purchasing System prior to Friday, June 19th, 2026, at 3:00 PM MT.
Failure to comply with specifications, provide required documentation, or submit bids after the deadline can lead to disqualification. Incomplete, false, or misleading information is also grounds for rejection.
