Proposals must be submitted no later than Thursday, July 23, 2026, at 2:00 PM Mountain Time.

Payment terms are a minimum of net 30.

The award shall be made to the responsible offeror whose proposal is determined in writing to be the most advantageous to the state, taking into consideration the price and the evaluation factors set forth in the request for proposals.

Offerors must demonstrate extensive experience (5-10 years or more) in transportation planning, data analysis, policy analysis and development, and working with multiple DOTs in the planning and policy arena. They must also demonstrate a working knowledge of federal, state, and MPO planning requirements.

Offerors may be asked to make their facilities available for a site inspection by the evaluation committee. Site visits will be at the offeror's expense.

An aggrieved party may file a protest concerning a material issue within ten (10) business days after such aggrieved person knows, or should have known, of the facts giving rise thereto.

Illegible responses may be rejected as nonresponsive. Failure to complete and sign the solicitation and response cover sheet may disqualify the offeror's response. Initiating contact with anyone other than the sole point of contact may result in disqualification.

Delivery information will be required and will be a consideration in the award of the bid. The city will allow bidders to submit a bid on **** model year vehicles, with the determination based on availability and ordering dates.

All vehicles and equipment furnished and/or supplied under this bid request are to carry the standard warranty that is offered to the general public.

Contracts and purchase orders shall be awarded to the lowest responsible bidder. In determining the lowest responsible bidder, in addition to price, the items set forth in section 248 award of contracts and purchases and section **** preference for local biddersholland based businesses of the ordinance code of the city of holland shall be considered.

In determining the lowest responsible bidder, the city shall consider the bidders ability, capacity and skill to perform the contract, character, integrity, reputation, judgment, experience and efficiency, previous and existing compliance with contracts and laws, sufficiency of financial resources, availability and adaptability of supplies, ability to provide future maintenance and service, and the number and scope of conditions attached to the bid.

In case of default by the selected vendor, the city of holland may procure its requirements from another vendor, without going through additional bidding procedures, and hold the original vendor liable for any increased costs.

You are invited, but not required, to attend said bid opening.

Upon final acceptance by the town of the work set forth in the scope of work, the town shall pay contractor an amount not to exceed the contract price, subject to the requirements of **** contractor completes the scope of work for a lesser amount than the contract price, contractor shall be paid the lesser amount.

Contractor shall warrant and guarantee all materials furnished and work performed by contractor under this contract for a period of 2 years from the date of final acceptance by the town.

Liner manufacturer: company specializing in manufacturing the products specified in this section shall be commercially proven and shall have current **** certification. Installer: contractor specializing in performing the work of this section and who is licensed and approved by the manufacturer. Contractor shall be certified by both the light cure liner manufacturer and equipment manufacturer.

During installation and curing, the contractor shall take samples in accordance with astm f2019 and the liner manufacturers recommendations. Samples shall be restrained, taken from wherever practical of the installed liner, unless previously approved in writing by the owner or owners representative. Samples shall be taken and tested for every **** of each diameter liner installed.

Liners damaged in such a manner that hinder or prevent proper installation or curing or release detrimental compounds shall be rejected. The owner or owners representative reserves the right to reject liners without certification documentation or liners that exceed the manufacturers shelf life.
