The project completion deadline is December 1, 2026.

Payment terms are net 30 from receipt of correct invoice.

Contractor guarantees to remedy any defects due to faulty materials or workmanship that appear in the work within one year from the date of final acceptance by the city.

The bid will be awarded to that responsible, responsive bidder whose bid, conforming to this solicitation, will be most advantageous to the city, price and other factors considered.

In evaluating bids, the city shall consider the qualifications of the bidders, and, where applicable, operating costs, delivery time, maintenance requirements, performance data, and guarantees of materials and equipment.

No liquidated damages for this project.

A pre-bid conference is scheduled for July 22, 2026, at 1:00 p. m. at the Verona Pumping Station, 250 Brigden Drive, Battle Creek, MI ****.

Protests about the bid procedure must be in writing and received no later than ten business days after notification regarding the contract award decision.

Submission of additional terms, conditions or agreements with the bid document is grounds for deeming a bid nonresponsive and may result in bid rejection.

The new total estimated value of this contract will be $9,907,****.

All work under the contract shall be fully completed by September 30, 2026.

CTRAN will pay the contractor the prices set forth in the contract for the work furnished. Invoices detailing quantity and material supplied are required upon completion of work.

The contractor warrants that all materials and equipment will be of the highest quality and new, free from faults and defects. The contractor guarantees the work against defective materials or faulty workmanship for a minimum of three 3 years after final payment.

The contract will be awarded to the bidder submitting the lowest total price meeting CTRAN specifications, provided the bidder is deemed responsive and responsible.

Before award, the bidder must meet specific responsibility criteria, including having a current contractor registration, UBI number, and compliance with various Washington state labor and tax laws.

If the successful bidder refuses to execute the contract within 14 calendar days after award, the amount of the bid bond may be forfeited to CTRAN as liquidated damages.

Protests regarding contract award shall be filed no later than five 5 days after contract award by CTRAN's board of directors or notice of apparent successful bidder, whichever is earlier.

Bids may be rejected for reasons including nonresponsive bid, incompleteness, obscurity, imposing modifying conditions, omitting items, or not being signed by an authorized representative.

Responses are due no later than 8 July 2026 at **** Central Time.

Respondents interested in producing the FAMM-BAR should be able to complete a qualification program and produce the warheads in the expedited time frame. For Cycle 1, vendors must confirm their current facility clearance (FCL) level and that their facilities meet requisite cybersecurity and physical safeguarding standards.
