The quotes are to be received no later than 1:00 p. m. eastern standard u. s. time on May 26, 2026.

Quotations will be evaluated on a lowest price technically acceptable basis. Award will be made to the responsible firm that offers the lowest total cost to the government for the entire requirement after a pass fail evaluation of the contractors provided technical submittals meeting or exceeding salient characteristics solicitation requirements.

The technical certification form must be submitted with the vendors bid package to be eligible for award. Offerors shall submit attachment 3 technical certification form, along with detailed technical specification on the equipment being proposed for technical acceptability review.

Submissions with an answer that is blank will not be evaluated further and will be ineligible for award. The government will not accept late quotes. The government will not accept quotes that are partial or incomplete. Equipment with batteries manufactured by any firm on the 1260h list will be excluded from consideration. Equipment with batteries manufactured by companies listed under the decoupling from foreign adversarial battery dependence act, will also be excluded from consideration, unless a statement is provided from the equipment manufacturer demonstrating the commercial availability of replacement batteries from companies not subject to the upcoming prohibition.

The offer closing datetime for bids is May 28, 2026, at 1:00 p. m. , EST.

The bid notice states that payment is due within three business days of receiving a statement after successful completion of the pre-award assessment. An extension of up to 10 business days may be authorized by the SCO upon written request. Acceptable forms of payment include electronic fund transfer (EFT), bank account ACH, or credit card (Mastercard, Visa, Discover, American Express). Checks or other paper financial instruments will not be accepted.

The contract shall be awarded to the highest responsive bid submitted by a responsible bidder.

A responsible bidder is defined as one that has the necessary organization, experience, financial resources, accounting process, operational controls, technical equipment and facilities, or the ability to obtain them, to perform the requirements of the sales contract, has no disqualifying factors (is not suspended, debarred, or an ineligible transferee), and is able to pass the agency's vetting process.

The bid notice mentions that failure to comply with the terms and conditions of the agreement may result in actions such as assessing liquidated damages, typically in the form of storage charges or actual cost of repair, or termination of the contract.

Bidders interested in inspecting the property may travel to the designated site to perform inspection for the purposes of bidding. Bidders will contact the POC at least 48 hours before seeking entry to a military installation or disposition site to be informed on entry requirements.

The bid notice explicitly states This is not a sale by sample.

A bidder will not be eligible for award if they are officially indebted to the U. S. Government, excluded from federal programs, or subject to denial, suspension, debarment, or other sanctions pursuant to export control and related laws.

The bid notice states that completed bids must be delivered by no later than 10:00 a. m. on Tuesday, June 9, 2026.
