The deadline for receipt of proposals is June 09, 2026, at 2:00 PM prevailing Alaska time. Late proposals or amendments will be disqualified.

AIDEA will make payments based on a negotiated payment schedule. Each billing must consist of an invoice, a revised schedule, updated status report, and an electronic copy of the completed report. No payment will be made until the progress report and invoice has been approved by the project manager.

Proposals will be evaluated based on their overall value to the state, considering both cost and non-cost factors, with a total of **** points available. The evaluation criteria include experience and qualifications (125 points), understanding of the project (125 points), methodology used for the project (125 points), management plan for the project (125 points), cost proposal (400 points), and Alaska offeror preference (100 points).

Offerors must provide evidence demonstrating a minimum of five years of experience conducting public opinion, public policy, or stakeholder research services, preferably in Alaska or comparable environments. They must also have experience working on issues related to public policy, economic development, infrastructure, energy, natural resource development, or other complex public interest issues, and be familiar with Alaska's geographic, demographic, cultural, and regional diversity.

The bid bond will be forfeited to the state if an offeror is selected and fails to negotiate or deliver a fully executed contract within 14 days of receiving notice. Failure to perform the contract diligently may result in termination for default.

AIDEA may conduct onsite visits to evaluate the offeror's capacity to perform the contract. Offerors must agree to provide AIDEA reasonable access to relevant portions of their work sites.

Protests regarding the content of the solicitation must be received in writing by the Chief Procurement Officer at least ten days prior to the deadline for receipt of proposals. Protests regarding the award or proposed award of a contract must be received in writing within ten days after the date the notice of intent to award the contract is issued.

Proposals may be rejected if they are nonresponsive, fail to meet minimum prior experience requirements, do not include a bid bond, or if the offeror fails to negotiate or deliver a fully executed contract after selection. Failure to contact the Chief Procurement Officer after receiving the solicitation from the state's online public notice website may result in rejection.

The estimated budget for the period July 1, 2026, through June 30, 2027, is between $50,**** and $65,****. The contract may be renewed, with a combined not-to-exceed total of $195,****.
