This is a Request for Information (RFI) for specialized forensic equipment, including GC-MS and LC-MS systems, for the U. S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) in Mexico. The goal is to strengthen Mexico's forensic capacity to identify and track synthetic opioids. The RFI seeks information on vendor capabilities for procurement, delivery, installation, and training in Mexico. Key requirements include new equipment, import/export experience, local support, training in Spanish, and adherence to Mexican customs and tax regulations. Vendors are asked to provide details on their company, experience, proposed solutions, lead times, potential risks, and pricing. The period of performance is 12 months from award.
All services, including site visits, equipment delivery, installation, and training, are required within a twelve (12) month period from the date of task/delivery order award.
Payment will be made following satisfactory inspection and acceptance of products by INL. VAT will be itemized in all invoices and reclaimed by the U. S. Embassy Mexico. Invoices must comply with Mexican fiscal code and be addressed to Embajada de los Estados Unidos de Norteamerica.
The contractor shall provide Original Equipment Manufacturer (OEM) warranty coverage for all delivered hardware and software for a minimum of twelve (12) months, commencing upon successful installation and acceptance.
Respondents must provide their company name, Unique Entity ID (UEI), CAGE code, point of contact details, and business type. They should also provide a brief overview of their company and address specific questions regarding import experience, local support, and technical capabilities.
No payments will be made for any unauthorized supplies or services, or for unauthorized changes to the work specified. This includes services performed at the request of individuals other than a duly appointed Contracting Officer.
The contractor must conduct a site visit within twenty (20) business days after task order award to ensure the facility meets all requirements for installation and testing of equipment. A site visit report is also a deliverable.
Failure to follow VAT invoicing procedures will result in the U. S. government's inability to secure tax reimbursement. Non-payment for unauthorized work is also a risk.
