The deadline for submitting company profiles is no later than 5pm on Friday, 5 June 2026.

It is urged and expected to have vendors conduct a site visit prior to submitting a quote/offer for the requirement as the maps are always revised and the scope of the requirement can't be properly ascertained without a site visit. The contractor shall not employ any employee of the United States government or the department of defense, either military or civilian, if such employment may create a current or subsequent organizational conflict of interest (OCI) as defined in Federal Acquisition Regulation subpart 9. 5.

The period of performance for this contract is from August 25, 2026, to September 25, 2026.

The bid notice states that payment will be made by the USCG Finance Center and that invoices should be submitted to the address shown in block 18a. It also mentions that 10% of the total contract price will be withheld until all deliverables are received and accepted.

The bid notice mentions that final payment may be delayed, without penalty of interest, until the government property report is received. It also states that in the event of unauthorized changes, no adjustment will be made in the contract price to cover any increase in cost incurred as a result thereof.

The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR ****(d)(2). To be timely, protests must be filed within the period specified in FAR ****(e).

Quotes that do not include all required documents may be considered incomplete and may not be considered. Proposals that do not include a planning document may be considered unresponsive.

The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: technical approach, experience, understanding of the requirement, key personnel, past performance. The government may select a higher priced quote if it is determined that the additional technical merit or lower performance risk warrant the price premium.
