The bid due date is April 21, 2026, at 2:00 p. m. EDT. Proposals must be submitted electronically via email to susan. pulice@wccnet. edu.

The vendor must warrant its products and services to the requirements and objectives in this RFP.

Award of a contract will be based on the best overall proposal. Criteria include, but are not limited to, price, timeline, accordance with the goal of this RFP, previous references, portfolio samples, and the overall total value of the recommendations put forth by the vendor.

Proposals shall contain a comprehensive solution with a detailed approach/methodology, vendor and college staffing requirements, and any other assumptions to achieve the goal of this RFP. Vendors must also provide a comprehensive price proposal and acknowledge their understanding of the scope. Proof of insurance and 2-3 current customer references are required.

A site visit is required and bids will not be accepted from bidders who have not inspected the site. The scheduled site visit is on April 9, 2026, at 9:00 a. m. EDT at the Damon Flowers Building.

The deadline to submit written questions is April 13, 2026, at 2:00 p. m. EDT.

The market survey requests that the completed copy be returned via email by 04:30 PM EDT on April 13, 2026.

The market survey asks for a copy of any commercial warranty that applies to this item.

The market survey asks if the item is still available, if it is considered a commercial or commercial off-the-shelf item, and if it is a modified type of an item available in the commercial marketplace. It also inquires about the number of employees and parent company information.

The delivery date for the Night Vision Devices is specified as July 6, 2027.

Payment will be made by the government. Invoices are to be submitted to the address shown in block 18a unless otherwise specified.

The contractor shall provide a no-cost warranty covering workmanship and materials for all items furnished for a minimum of one (1) year, starting from the date of hardware acceptance by the U. S. Government. The contractor shall meet or exceed a 30-day turnaround time for repairs.

A single award will be made based on the lowest priced technically acceptable (LPTA) evaluation approach. The government intends to award a contract resulting from this solicitation to the responsible offeror whose proposal represents the best value after evaluation.

Offerors shall meet the cybersecurity maturity model certification (CMMC) Level 2 required in DFARS provision **** shall also include a completed copy of FAR ****, Offeror Representations and Certifications Commercial Items, and complete FAR provisions **** and ****.

All questions regarding this solicitation shall be submitted in writing to the contract specialist before 2pm eastern time on March 19, 2026.

The bid notice states that failure to complete and upload the vendor disclosure or IPG active registered vendor disclosure will result in disqualification.
