Work must commence within 28 calendar days of receipt of purchase order and be completed within 14 calendar days. All services described in the scope of work must commence within twenty-eight (28) calendar days of receipt of purchase order and must be completed within fourteen (14) calendar days.

Bids are evaluated on price versus market comparison. Pricing will be listed from lowest price to highest price for all bidders whose submission meets the minimum requirements listed above.

Arriving more than 10 minutes late to prebid conference results in disqualification. Prospective bidders who arrive more than ten (10) minutes late shall be disqualified and shall not be permitted to sign-in and attend the prebid conference.

Payment is via electronic funds transfer: the county of westchester remits vendor payments via an electronic funds transfer eft program known as vendor direct.

Items must be guaranteed: all items delivered must be guaranteed against faulty materials and workmanship.

Failure to deliver may lead to cancellation: failure to deliver within the specified time may be cause for cancellation of the order andor the removal of bidders name from bidders list.

Bids may be rejected for non-acceptance of EFT: any successful bidder that will not accept payment in that method will be considered nonresponsive to our solicitation and their bid may be rejected.

The owner intends to award to the lowest responsive and responsible bidder as stated in the document.

Progress payments are made upon approval of partial estimates. Retainage is 5% per estimate, reduced after substantial completion. an amount equal to five percent 5 of each estimate will be retained by the city until, in the opinion of the project manager and the owner, the work is substantially completed

All work is guaranteed against defects from inferior materials or workmanship for one year from substantial completion. all work will be guaranteed by the contractor against defects resulting from the use of inferior materials, equipment, or quality of work for a period of one year from the date of substantial completion.

Liquidated damages of $1,000 per calendar day will be retained for incomplete work after the completion date. the city will retain the sum of one thousand dollars 1, **** for each calendar day the work remains incomplete after the completion date.
