The city reserves the right to inspect, at a reasonable time, the equipment, item, plant or other facilities of a prospective vendor prior to contract award, and during the contract term as necessary for the city’s determination that such equipment, item, plant or other facilities conform with the specifications/requirements and are adequate and suitable for the proper and effective performance of the contract.

The owner reserves the right to reject any or all proposals and hold any or all proposals for a period of sixty (60) days from the date of opening thereof.
