Proposals will be evaluated on weighted criteria: respondent's proposals, references and capacity (20%), general experience (30%), financial advisor plan and approach (30%), and fee structure (20%). Respondents must possess professional, financial, and administrative capabilities to provide the proposed services and offer terms and conditions that provide the greatest benefit. The agency intends to qualify persons andor firms that a possesses the professional, financial and administrative capabilities to provide the proposed services, and b the terms and conditions determined by the agency to provide the greatest benefit.

Failure to submit a proposal that completely addresses the requirements, at the times and in the manner specified, may result in rejection. Failure of any respondent to submit a proposal that completely addresses the requirements of this rfp, at the times and in the manner specified in this rfp, may result in the rejection of the proposal in the sole discretion of the jcra.

Proposals will be received until 1:00 p. m. CDT on July 8, 2026.

Proposals will be evaluated using a best-value selection process based on technical approach, vendor qualifications and experience, price and long-term cost, product availability, implementation schedule, cloud platform and alerting capabilities, installation approach, support services, and proposal responsiveness.

Vendors must be qualified and experienced.
