Samples of items when required, must be furnished free of expense to the county and upon request, be returned to the vendor at the vendor's expense. Samples of selected items may be retained for comparison purposes.

Protests must be submitted in writing to the purchasing agent after the date the specific bid or proposal is submitted. Protests arising from factual or legal basis known prior to submission must be within three business days. Violation of the instruction not to contact county officers, elected officials, or employees prior to award will result in the bid being found nonresponsive. Submission of more than one bid as the primary bidder may be grounds for disqualification.
