Gloucester Township, New Jersey is seeking proposals for the lease of a portion of its ecological center for a remote net-metered solar facility. The project aims to provide net-metered electricity to the township's PSEG accounts. The awarded bidder will enter into a 20-year lease and a remote net metering agreement. Key requirements include demonstrated experience in solar project development, financial strength, and compliance with environmental regulations. Proposals are due by July 15, 2026. A non-mandatory pre-bid meeting and site visit will be held on June 23, 2026.

The awarded bidder shall reimburse the township for project costs up to $175,000, payable at milestones: bid award, lease agreement execution, and interconnection approval. Monthly permit extension payments of not less than $5,000 may be required if permits are not obtained within one year of lease execution. Annual lease payments commence upon solar facility operation.
Bidders will be ranked based on overall quality and responsiveness, financial strength, experience in solar project financing and installation, experience in developing regulated sites, qualifications of staff/team, and clarity of response.
Bidders must have at least 20 MW DC installed community solar capacity, $30 million in related assets under management, have been in business for at least 5 years, and have installed, financed, or operated completed community solar projects.
A non-mandatory site tour will be held immediately following the pre-bid meeting on Tuesday, June 23, 2026, at 1:00 pm.
Incomplete, inadequate, or non-responsive submissions may lead to elimination. Failure to comply with legal requirements, such as business registration, may also result in disqualification.
