The acquisition is a total small business set-aside. Offerors must be responsible and their offers must conform to the solicitation.
Failure to provide a complete quote as required by the solicitation may result in the quote being removed from further consideration for award. Noncompliance with RFQ requirements may raise serious questions regarding a quoters technical and/or cost performance and may be grounds to eliminate the quote from consideration.

The city reserves the right to cancel this contract without any penalty or obligation to the contractor within ten (10) days of written notice to the contractor indicating failure to deliver within the times specified.
