Payment shall be based upon complete performance of all work described herein, including all labor, materials, equipment, grading, geotextile fabric, topsoil, fertilizer, sod, cleanup, and incidentals necessary to provide a complete and operational finished lawn.

A mandatory pre-bid site visit shall be conducted. a mandatory prebid site visit shall be conducted.

The projected period of performance for training is either the last week of August or September, or during the first two weeks in October 2026.

Interested contractors shall submit capabilities/qualifications statement and information including an overview of proposed solutions, OEM authorization, and details of qualifications indicating the company can provide services in accordance with the description of the requirement and equipment list. The market research table questionnaire shall be completed and submitted.

If the capabilities/qualifications statement and market research table questionnaire are not provided, it will be assumed the entire requirement cannot be met.

Replacement trees must be nursery stock, balled and burlapped and guaranteed for two years from the date of planting.

Tree removal contractors must be licensed in accordance with the New Jersey Board of Tree Experts and Tree Care Operators Licensing Act and maintain required insurance.

Violators may face fines up to $2,**** per offense. Contractors may be suspended from doing business in the township for 3 months, 1 year, or permanently for repeated violations.

The enforcement officer shall inspect the trees and property which are the subject of the permit application after the application is complete and reviewed.

An applicant aggrieved by the decision of the enforcement officer has the right to appeal to the Township Committee by filing a written notice within 10 business days of the decision.

Contractors who receive three code of conduct violations will no longer be allowed to register as a contractor in the township of Millburn.

Data collection must be completed no later than September 30th of the current inventory year. Digital segments and images must be uploaded by September 30th. Soils collection forms must be sent to the COR's representative by September 30th. Requested corrections must be completed by September 30th. Final invoicing is due no later than October 15th.

Payment will only be made for deliverables that meet contract quality standards and protocols and are successfully submitted and accepted by the government. Invoices for completed data points will be submitted after quality assurance review. Payment for inaccessible points is limited to a maximum of two per segment after documentation and acceptance.

Data collection teams must include individuals qualified in rangeland management (series **** or ****) or soil science (series ****), with specific experience in western states, ecological site descriptions, GPS, plant identification, and vegetation sampling methods. Additional less qualified individuals may assist.

Questions must be submitted in writing no later than July 8, 2026, 5:00 PM ET.

Contractors may be held financially liable for any shortage, loss, damage, or destruction of government-furnished property (GFP).
