The deadline for bid submission is June 18, 2026, at 1:00:00 AM.

Responses must be received by July 11, 2026, 10:30 am CT.

Payment will be made in accordance with Chapter **** of the Texas Government Code, the Texas Prompt Payment Act. Invoices must include the contract or purchase order number and describe work completed.

A completed and signed Exhibit 2 Warranty and Complaint Resolution Form is required with the response.

Award will be made to the bidder who provides the best value to the state, considering bidder meeting requirements, ability to meet delivery, and price.

Bidders must submit a comprehensive response including all required information and documentation to ensure they meet all requirements, possess the required experience and qualifications, and have the capacity to provide the goods and/or services.

HHSC reserves the right to purchase late items on an emergency basis and charge any resulting increase in price to the awarded vendor. Failure to correct deficiencies may result in delayed or nonpayment.

Protest procedures are available as per Texas Administrative Code, Title 1, Part 15, Chapter 391, Subchapter C.

Failure to comply with IFB instructions, submission requirements, or deadlines may result in disqualification. This includes not submitting required exhibits, incomplete responses, or late submissions.

The estimated historical spend for the period September 1, 2025 - August 31, 2026, was $1,500,****.

Bids must be received prior to the due date and time designated above as the closing time of bids. Bids received after that time will not be considered. Delivery times are Monday thru Friday, except holidays, from 7:00 AM to 11:00 AM and 1:00 PM to 3:00 PM.

The Police Jury pays from invoice only, but statements are necessary to cross-check. Any invoices with erroneous billings or shortages will be held for a credit invoice. Invoices must be submitted without taxes; invoices issued with taxes will be held until a corrected invoice is received.

The Ouachita Parish Police Jury reserves the right to waive defects and informalities in proposals, to reject any or all proposals, or to accept such proposal as it may deem to be in the best interest and award the contract by items, combination of items or by lot.

Bidders shall furnish satisfactory evidence of their ability to administer the contract. This includes evidence of financial resources, organization, and equipment. A list of five references with at least one year of experience may be requested.

Failure to deliver 100% of the items awarded within 5 five working days from the date of order shall be considered a default. In case of default, the police jury may cancel the purchase order, procure items from another source and remove the bidder from the bid list for a period of one year.

Bids may be rejected if submitted on company forms instead of police jury forms. Item substitutions without prior approval may lead to disqualification. Packing not conforming to specifications may result in the item being returned and rebid.
