The contract period is 365 calendar days from the issuance of the notice to proceed for the base period, with four option years. Specific item delivery is within 8 days of receipt for headstone and flat marker setting.

Payment for services provided under the terms of this contract will be made in arrears, within thirty 30 calendar days, upon receipt of properly executed invoices. Invoices shall be submitted within ten 10 business days after performance and acceptance of services.

The government contemplates award of a firm-fixed-price contract resulting from this solicitation.

Bidders must be CVE verified prior to submitting a bid and registered in System for Award Management (SAM) with a SAM unique entity identifier (UEI) number. They must also be verified visible/certified in SBA site and Vets **** at the time of offer submission and before award.

An organized site visit has been scheduled for Thursday, May 7, 2026, at 11:00 am CST. Participants will meet at the administrative building at Abraham Lincoln National Cemetery.

All pre-bid questions and request for information must be submitted in writing to ***@***. *. * no later than Thursday, May 14, 2026, at 2:00 pm EST.

IAW FAR ****, no contract for the construction of a project shall be awarded to the firm that designed the project or its subsidiaries or affiliates, except with the approval of the head of the agency or authorized representative.

The magnitude of construction for this project is between $5,000,000 and $10,000,000.

The response deadline for bids is June 11, 2026, at 02:00 PM CT.

The seller warrants that the goods furnished will conform to the specifications, drawings and descriptions listed in the bid invitation and to the samples furnished by the seller, if any. The seller warrants that the product sold to the county shall conform to the standards promulgated by the u. s. department of labor under the occupational safety and health act osha of ****.

Failure to supply the required references will deem the bid as non responsive and will not be considered for award.

All bidders are encouraged to attend a virtual prebid conference to be held on Tuesday, May 26, 2026, at 2:00 PM CT.

Any vendor who submits a bid without attending the scheduled prebid conference does so at his own risk. Such applicant who submits a bid and does not attend the scheduled prebid conference waives any right to assert claims due to undiscovered conditions.

This RFP will result in a single award.

Eddy County is soliciting proposals from qualified vendors.

The deadline to submit questions is May 19th, 2026, at 5:00 PM MDT.

The vendor shall provide material only when requested by the cemetery contracting officer representative (COR). Material shall be delivered within fifteen (15) days from the day requested.

The contractor shall submit an invoice electronically, in arrears, at the end of each month.

Documentation of technical expertise must be presented in sufficient detail for the government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.

In the event damages result to turf, structures, headstone, markers, monuments, irrigation sprinkler, trees, gravesites, curb, road, flower vases, facility structures, fences, disfigurement or damage to structure or property on or adjacent to this project, third parties, etc. , due to neglect by the contractor, repair, replacement and/or replacement costs of the damaged item will be required at no additional cost to the government as directed by the COR.
