This is a performance work statement for aircraft cooling air LCS cooling oil sled maintenance at Dyess AFB, TX. The contract involves the removal of the current hangar **** LCS sled and installation of a replacement sled provided by the government. It also includes preventative maintenance and repair services for five aircraft cooling air sleds and one aircraft liquid cooling system LCS cooling oil sled. The period of performance is 5 years with 1 base year and 4 option years. The contractor must have a valid state-issued class A air conditioning and refrigeration license. The contractor shall not employ individuals that would create a conflict of interest. Continuation of essential DOD contractor services during crises is required. The contractor shall develop contingency plans for essential tasks. Environmental protection and compliance with all applicable laws and regulations are mandatory. The contractor shall comply with the Green Procurement Program (GPP). Security requirements include compliance with base security regulations, potential background checks, and adherence to force protection condition changes. Contractor personnel are prohibited from possessing weapons. Information Assurance (IA) training is required for employees needing Common Access Card (CAC) access. Contractor employees require a criminal history background check for base access. The contractor shall be responsible for safeguarding government equipment, information, and property. Substance abuse testing may be required as a result of a mishap investigation. The contractor shall present a clean and neat appearance. An optional site visit will be held on March 25, 2026, at 12:00 PM CST. The deadline for receipt of offers is April 17, 2026, at 12:00 PM CST. The contractor must provide equipment, transportation, and support services for arctic training exercises in Alaska. The period of performance is from the date of award through March 15, 2026. Equipment rental service delivery period: February 15, 2026 through March 11, 2026. Delivery locations and timeframes will be coordinated with the government POC. The contractor shall retrieve all equipment from a consolidated location on Eielson AFB. The government will make all items available for pickup at the end of the service delivery period. The government POC is responsible for coordinating all aspects of inspection, acceptance, and delivery with the contractor.
