This tender is for the manufacture and distribution of trunk
lockers. The contract is indefinite delivery, indefinite quantity (IDIQ) with a three-year ordering period and tiered pricing. Minimum, estimated, and maximum quantities are specified for each locker type. The government reserves the right to order any combination of the specified items within the guaranteed minimum and maximum quantities. Offerors must submit two unit prices for each period, one for the small locker and one for the large locker. Deliveries will be FOB destination with inspection and acceptance at the source. The first delivery order has an approximate production lead time of 270 days, which includes first article samples submission. All subsequent orders will have a lead time of 90 days. Lowest price technically acceptable source selection procedures will be used. Deliveries will be made to Travis Association for the Blind (Austin, TX), Peckham Inc. (Lansing, MI), and Pendergrass Distribution Center (Pendergrass, GA). All materials will be contractor furnished. The solicitation will be issued on an unrestricted basis. Registration requires pre-existing SAM registration and a
commercial and government entity cage code. The Defense Appropriations and Authorization Acts and other statutes, including the Berry Amendment, impose restrictions on the acquisition of foreign products and services. Clothing and textile items must be grown, reprocessed, reused, melted, or produced in the United States, its possessions, or Puerto Rico, unless an exception applies. A web-based system allows manufacturers to request specifications, patterns, and drawings for DLA Troop Support clothing and textiles solicitations.
