This is a sealed bidding solicitation for the construction of other non-building facilities, specifically the Flatiron substation 2025 breaker replacement. All responses must be submitted via FedConnect; email proposals will not be accepted. The project requires a contractor to provide labor, materials, tools, equipment, transportation, and other resources to complete the work, including demolition and site development, foundations and platforms, galvanized steel structures, installation of government-furnished power circuit breakers, and high voltage bus, grounding system, conduit, and insulated cables.

This is a sources sought notice, not a request for quotation or invitation for bid. Interested parties must be registered in the System for Award Management (SAM) to be eligible. Responses must be submitted via email by May 14, 2025, at 3:00 PM Pacific Standard Time, with the subject line: m6890925i7616. The information requested will be used for market research. Unit prices must not exceed two digits to the right of the decimal point. Bidders must furnish descriptive literature with their bid. Bid prices include delivery F. O. B. destination. Bids containing payment in advance or C. O. D. requirements may be rejected. Payment is due within 30 days after receipt of invoice or delivery. Bids must conform to all applicable federal and state laws and regulations and specifications. Bidders must specify the brand and model number of the product offered. Bidders proposing an equivalent brand or model should submit descriptive literature, technical data. Bid prices must be firm for a minimum of 30 days. Vendors are responsible for including all applicable taxes in the bid price. All products must be new, never previously used, and the current model and/or packaging. Contract renewals may be extended for 2 additional 12-month periods at the same prices, terms, and conditions (total contract term cannot exceed 36 months). The State of Louisiana has the right to terminate the contract for various reasons, including misrepresentation, fraud, or breach of contract. Failure to deliver within the specified time constitutes a default. All contracts shall be construed in accordance with Louisiana law. Bidders must comply with civil rights laws and ADA accessibility requirements. Any individual with a 5% or more ownership interest convicted of a state or federal felony related to the solicitation or execution of a contract may be rejected. Bidders must comply with federal clauses, if applicable (antikickback, clean air, clean water, energy policy, antilobbying, and debarment). Corporations and LLCs must be in good standing with the Louisiana Secretary of State to hold a purchase order and/or contract over $25,000. Independent price determination is required.
