This Broad Agency Announcement (BAA) from the Army Contracting Command (ACC) on behalf of the Army Futures Command (AFC) Command and Control Cross-Functional Team (C2CFT) solicits proposals for research and development (R&D) efforts. The BAA utilizes a two-phase process: Phase One involves the submission of white papers, followed by a technological demonstration by invitation only. Phase Two involves the submission of full proposals by invitation only. White papers can be submitted at any time until the BAA's expiration on March 23, 2030. The C2CFT focuses on four R&D areas: Unified Network, Common Operating Environment, Joint and Coalition Interoperability, and Command Post Mobility and Survivability. Offerors must register with the Joint Communications Marketplace (JCM) prior to submitting white papers. The BAA will be valid through March 23, 2030, unless terminated sooner. White papers may be submitted at any time while this BAA remains open, and an award may be made after the BAA expiration date if the white paper is received before the expiration date occurs, no later than six months after the BAA expiration date. The bid notice states The government intends to evaluate the WP to determine which proposed solutions have the potential to best meet the C2CFT's needs utilizing the twopart evaluation criteria below. and Proposals submitted in response to this BAA will be evaluated as received, using the following factors in descending order of importance are: i overall scientific and technical merits/challenge innovative or revolutionary technology scientific engineering viability, ii potential contributions and relevance to DOD mission importance to agency programs, iii program management offeror capabilities and milestones, iv cost realism/price analysis and v intellectual property.
The bid notice states To be eligible for award of a contract, all prospective offerors, with the exception of other governments, including state and local government agencies, must meet certain minimum standards pertaining to financial resources, adequacy of accounting systems, ability to comply with performance schedules, prior record of past performance, integrity, organizational structure, experience, operational controls, technical skills, facilities and equipment.
The bid notice states If the contracting officer receives a written request for a debriefing within 3 days after the date on which the offeror has received notification that it has not been selected to participate in the technological demonstration, and or submit a proposal for phase ii review, the contracting officer may provide a debriefing.
