The City of Tulsa is seeking bids for sleeves, clamps, and PVC fittings for the Water and Sewer Department. The contract will be for one year, with potential for renewal. Bids are due August 19, 2026. All questions must be submitted via email by August 10, 2026. Delivery is FOB Tulsa, Oklahoma. Bids must meet ASTM A53 and ASTM A120 specifications. Award will be made to the lowest secure bidder. Bidders must register with the city. No faxed or emailed bids will be accepted. Late bids will not be accepted.
Bids must be submitted by 5:00 PM CST on August 19, 2026. Delivery times for supplies and/or services must be stated in the bid.
Payment will be made net 30 days after receipt of a properly submitted invoice or the city's acceptance of the supplies or services, whichever is later. Invoices should be emailed to apinvoices@cityoftulsa. org.
Supplies are warranted to be of good materials and workmanship, free from defects, and conform to specifications. Services will be performed in a professional and workmanlike manner. Warranties remain in effect for 1 year from acceptance or as specified.
The bid award will generally go to the lowest secure bidder, meaning the supply or service that can best meet the city's needs at the lowest cost. Other factors may include bidder history, experience, delivery time, and performance data.
Bidders must agree to the terms and conditions of the City's standard purchase agreement. Authorized agents must sign bid documents. Entities organized in states other than Oklahoma must follow their state's law. Bidders must provide manufacturers' names and part numbers, or brochures if bidding alternatives.
Failure to deliver supplies and/or services as specified may result in the city terminating the agreement and pursuing collection under any performance bond, as well as seeking other damages.
Bidders not recommended for award may submit an appeal via email to the assigned buyer before the SSA committee meeting.
Bids received after the stated date and time will not be accepted. Communication with city staff other than the assigned buyer could result in disqualification. Failure to acknowledge addenda or amendments may lead to bid rejection.
